Summary/Abstract: The report addresses an opportunity for full or significant reduction of the subjective factor role in the evaluation of proposals of tenderers in open procedures for public works contracts by using the “most economically advantageous tender” criterion. The report suggests a methodology based on unification and typing of the various complex methodologies currently used in practice and their subjective indicators for evaluation of tenders.
