Summary/Abstract: The International Scientific and Practical Conference “Construction Entrepreneurship and Real Property” is held every year since 1985 by the Department of Economics and Management of Construction. The topic of the Conference „Construction Entrepreneurship and Real Property” has not changed since 2006, but the topics of the papers are up-to-date and comprehensive. The topic of the conference results from the special nature of the economic settings in Bulgaria and is largely predetermined by the continuing problems in banking, construction business and real estate management. The main focus is on the issues of economics and management of construction, urban planning and real properties.

Before it, Next Generation EU poses a number of important tasks: from producer of carbon to becoming a consumer; reduce the consumption of natural resources; contribute to reducing energy poverty; work in the conditions of circular economy and make use of digital technologies. The implementation of these tasks will allow to the sector to become one of the main drivers for building a healthier and more environmentally friendly society in Bulgaria.

- Summary/Abstract:Importance is outlined in the issue of social infrastructure development in St. Petersburg. The conclusion was made on the insufficiency of the solution to this problem due to a number of reasons: the lack of necessary budgetary resources in the regions, absence of regulations governing design and development of social infrastructure in the regions, the unreadiness of customers to build social infrastructure facilities, depending on the area of residential premises commissioned. The analysis of scientific works on this issue showed the absence of a comprehensive approach to solving the problem of infrastructure development. The authors of the article came to the conclusion that the social infrastructure development tools proposed and applied in practice are unacceptable from a methodology point of view since they do not provide for the proper level of its development. The authors of the article came to the conclusion that none of the specified tools will be effective unless organizational, economic, and institutional mechanisms are applied in combination with the government regulation of infrastructure development.

Logistic centres have become a relatively new but important element of the national economic industrial landscape. The location and development of these facilities are related to specific conditions. The aim of the paper is to present the essence of logistic centres as special economic facilities and their functions and tasks, as well as locations related conditions and factors favouring their setup. The systematization of literature in the field of logistics centres indicates the important role they play in strengthening the market position of companies.

- Summary/Abstract:The report identifies the main risks of the acquirer of real rights through various legal transactions. The most common documents with which the transferor identifies himself as the holder of the transferred real right are considered. Attention is paid to additional types of documents and other sources of information in order to limit possible problems regarding the acquisition of real rights or their volume. Discussed are also the terms in which real or obligatory rights of third parties may be claimed, related to contesting the rights of the transferee, as well as the legal consequences in case of successful proof of their claims.

- Summary/Abstract:The present study examines the state of investment-construction activities in the country in recent years (2010-2019). An attempt has been made to bring out the main trends in the development of the construction industry and to outline some of the possible directions for the sector in the near future. Indicators with which the national statistics measure the activity of construction entrepreneurs specifically in the section of building construction are analyzed, namely the issued building permits and the started construction of new buildings in Bulgaria and in particular in the capital. The obtained data allow the authors to draw basic conclusions related to the construction activity in the country.

- Summary/Abstract:The study examines the specifics and characteristics of the Independent Valuers Act, in force in Bulgaria. Valuation practice in the country is deeply related to this law, distinguishing it from many other similar professions in Europe and worldwide. The Chamber of Independent Appraisers in Bulgaria, established in 2009, has many powers and advantages. Essential information concerning the independent valuers, contracting authorities, and persons intending to become appraisers has been studied. On this basis, some prerequisites for improving the legislation related to independent valuers' activities in Bulgaria are indicated.

These are mainly the indicators gross value added, investments in fixed assets, foreign direct investment, employees, labor productivity. Through these indicators the place and role of construction in the Bulgarian economy and its contribution to the economic development of the country can be established.

- Summary/Abstract:The present research is dedicated to the dynamics of the prices for two-bedroom apartments in the city of Varna during the months when the state of emergency was declared in Bulgaria with regard to due Covid-19 epidemic. That period covers the months March through until September. A stable rise of the prices has been established of the properties in prestigious areas, compared to the same months of 2019, as well as on a monthly basis within the year. A drop of fluctuating trends are observed in areas of less attractive locations. A conclusion is made that the purchase of a twobedroom flat in a prestigious area in Varna is a sustainable investment with a minimal risk of depreciation as a consequence of unpredictable crisis situation.

- Summary/Abstract:Nowadays, the conceptions of cities cultural heritage are dynamically changing – their content, their territorial scope, their temporal boundaries and their social and economic functions are expanding. The cultural heritage and its protection are part of the public and professional debate for the development of the modern city and its future, for the inscription of history in the modern interpretations of the urban structure and spaces. Taking into account the risks associated with the encroachment on cultural and historical monuments of various kinds requires the creation of plans and programs for their protection, including from terrorist actions. The protection of cultural heritage using counter-terrorism is the focus of this research. A number of recommendations have been made for the improvement of the systems for protection of the cultural heritage from encroachments of like nature.

- Summary/Abstract:Over the last 30 years, the real estate market in Bulgaria has developed extremely dynamically, going through several important stages, each of which deserves special attention and separate analysis. After 45 years of controlled market or more precisely missing one, real estate has received its rightful place among the main tools for generating profitability and has established itself as the main and best known investment opportunity for Bulgarian citizens. Despite the significant and remarkable progress in the sector, one element in this sector lags behind in the positive assessments of consumers and this element is the guild of brokers - people who practice the profession through which clients must receive a high level of professional and qualified consulting services in the complex process on the purchase and sale of their properties. The object of the study is the market of professional intermediary (brokerage) services in the real estate sector. The purpose of the study is to study and outline the imperfections of the Bulgarian market of intermediary services in the field of real estate.

- Summary/Abstract:This article examines the long-term dynamics of housing prices versus rentals in Bulgaria, EU-27 and other new members of the European Union. The study period is between Q1’2007 and Q1’2020. It encompasses the effects of the Global financial crisis from 2007-2008 over the housing prices and rentals during the period of economic recovery after it. Countries are plotted in a coordinate system according to the change size in both indicators. Lastly, a correlation matrix is drawn between indices of housing prices and rentals in EU-27 and Bulgaria, so that it could be determined where the strongest interaction occurs.

- Summary/Abstract:Formation of innovation touristic clusters are considered as a complex development mechanism that ensures the growth of the competitiveness of the territory on the basis of synergistic effects of mutual support for the development of some industries and projects by others. This effect is possible due to territorial self-organization and partnership, which ensure the formation of an innovative community as a subject of territorial development, acting in partnership with business, central and local authorities. Innovative tourism clusters can act as a mechanism for attracting investment in the region's economy. The use of the cluster approach can become a fairly promising basis, capable of creating new forms of combining knowledge, and will indirectly support the sphere of education, science and business.
