Summary/Abstract: Importance is outlined in the issue of social infrastructure development in St. Petersburg. The conclusion was made on the insufficiency of the solution to this problem due to a number of reasons: the lack of necessary budgetary resources in the regions, absence of regulations governing design and development of social infrastructure in the regions, the unreadiness of customers to build social infrastructure facilities, depending on the area of residential premises commissioned. The analysis of scientific works on this issue showed the absence of a comprehensive approach to solving the problem of infrastructure development. The authors of the article came to the conclusion that the social infrastructure development tools proposed and applied in practice are unacceptable from a methodology point of view since they do not provide for the proper level of its development. The authors of the article came to the conclusion that none of the specified tools will be effective unless organizational, economic, and institutional mechanisms are applied in combination with the government regulation of infrastructure development.
