Summary/Abstract: In this paper pays special attention to the theoretical concepts of the role of leverage in government, in the formation of policies and standards of living. I believe that countries like Bulgaria, finding an optimal solution in terms of debt and plays a vital role in the survival of the state as sovereign and economic entity of the map. Based on an analysis of state budget and debt payments to him could make a number of private conclusions as to the state of the public sector and the economic activity of subjects in Bulgaria
