Summary/Abstract: The increasing demands of society on the living environment and the administrative service on the one hand and the unwillingness or inability of citizens to pay high taxes are the reasons for the shortage of equity financing in the public sector. This limits the ability of governments and municipalities around the world to solve deepening problems only with budget funds. That is why there is an increased interest in the interaction between the public and the private sector, which is mainly in cooperation with the purpose of implementing infrastructure projects or offering services, as a matter of priority, offered by the state institutions.
