Summary/Abstract: The methodical approach to assessment of a fictitious human capital in the sphere of science and education is offered in the article, the interrelation between the number of highly qualified specialists and a total quantity of printing works, the performed scientific and technical works in modern conditions is researched. The human capital functioning in the sphere of science and education according to the «Bibliometrics of Ukrainian Science» system is researched. Low level of efficiency of modern scientific and educational system is proved and the reasons causing such situation are characterized. Fiktivization of the human capital in the sphere of science and education is caused by such factors: the decline in the quality of scientific work in domestic universities and institutions of the National Academy of Sciences of Ukraine due to reduced funding; formal nature of activities related to international and domestic grants; formal nature of interaction of scientific institutions and higher education institutions with business testifies to isolation of scientific activity from the solution of public problems; the formation of artificial, little used in the practical work of the components of the academic disciplines; a high share of plagiarism in theses on the social humanities; the low level of distribution of information on results of scientific activity; asymmetries in the labor market.
