Summary/Abstract: People with disabilities are one of the groups at risk of poverty and social exclusion. At the same time the existing in polish system of vocational rehabilitation and employment of these persons is not sufficiently effective, causing occupational therapy workshop participants have little chance of entering the labor market and those working in sheltered workshops – to enter the open labor market. One way to alleviate the shortcomings of the system is the development of social cooperatives. The "public benefit triangle" project is to serve this purpose. The social cooperative combines the functions of workers' cooperatives and non-governmental charitable organization. The cooperative should work in a friendly environment created by municipal (regional) governments, local businesses and NGOs. Social enterprise partners can support them in various ways, including lending area or qualified staff, as well as by consulting or contracting the implementation of certain tasks.
