Summary/Abstract: In the vast literature devoted to the issue of people with different sorts of disabilities and their functioning,pedagogical trend is dominant. There are relatively few publications that touch on issues connectedwith disability in a bigger picture – from the point of view of social policy, including the labourmarket. Marginalisation, integration, normalisation, equalisation of opportunities, barriers experiencedby the disabled have become the subject of theoretical deliberations and relatively broad empiricalresearch – especially since 2003 when the European Year of People with Disabilities was celebrated.Vocational preparation, rehabilitation and vocational activation as well as employment of these peoplewere discussed, among others, within the framework of series of conferences organised by PolishChamber of Commerce and Vocational Rehabilitation in Warsaw and the University of Zielona Góra("People with Disabilities on the Modern Labour Market", "Professiological Congress"). Similar topicsare touched on in magazines, including: "Social Policy", "Disability and Rehabilitation", "VocationalActivation of the Disabled", "Problems of Professiology", "Disability: Issue, Problems, Solutions".The first volume of the series "People with Disabilities in Social Policy" is out for readers.
The presented publication enters current trends in the discussion concerning social policy towards the disabled, along with the undertaken actions that aim at social integration and activation of disabled people.Within the framework of the Polish academic thought there were successful attempts to organise the discourse of active social policy (e.g. the work of Marek Rymsza, Andrzej Barczyński, LucynaFrąckiewicz, Ryszard Szarfenberg). Deepened presentations may be found in the multidimensional output within the scope of methodology and standards of social policy in the spirit of activation approach- one of corpuses of this policy dedicated to people with disabilities (e.g. the work of Lucyna Frąckiewicz, Bożena Kołaczek, Julian Auleytner).

- Summary/Abstract:The aim of the paper is to present the concept of working people with disabilities from the perspective of capability approach. The key points of this approach are capabilities and functioning. The method of form analysis of people with disabilities requires to pay attention to the commodities that are available to them as well as conversion factors of these commodities, since they may forejudge ways of functioning that are within reach of people with disabilities, especially they may forejudge whether, or not to take up a job. This approach may be useful in social policy, including the labour market policy. People with disabilities (considering their dysfunctions and their interaction with the world that surrounds them) constitute a sensitive group on the labour market. The analysis of their situation from different points of view allows to evaluate their placement in a more realistic way. The results of this short analysis show the necessity to individualize the approach to people with disabilities and to apply more flexible instruments on the labour market, better adjusted to their specific needs.

- Summary/Abstract:Vocational rehabilitation is an integral part of comprehensive rehabilitation. Already during rehabilitation one should carry out the so-called professional preorientation using the possibilities offered by occupational therapy in rehabilitation centers. Attempts to work is the best practical method to determine the time and the result of the work. Professional preorientation should be introduced as soon as possible, because one often loses a lot of effort and money to train people with disabilities in the direction to which they are not prepared mentally and physically, or do not have an adequate level of general education. Professional preorientation also allows to acquaint with job possibilities at one’s place of residence. Although workshops for the disabled appeared in their modern form, barely a little more than a hundred and fifty years ago, their origin dates back to at least the Middle Ages. The word rehabilitation appeared for the first time at the Anglo-Saxons after the First World War, and it was an accurate term. The Latin "habilitas" means mobility, agility, and the prefix "re" reflexiveness. Rehabilitation was used at that time to describe restoring of fitness of military war disabled persons. The term was introduced in 1918 by Douglas C. McMurtie, director of the Red Cross for the Disabled in New York, to describe the reeducational school for rehabilitation of disabled soldiers. A little later the New York Federal Office of Vocational Rehabilitation was founded, which described the rehabilitation as the need to restore the best possible physical, mental, social, vocational and economic usefulness. Since then, the term rehabilitation has been used in today's sense of the word. Since then it includes within its operation not only war veterans, but all people with disabilities.

- Summary/Abstract:The paper presents the assumptions of the systems and forms of employment of people with disabilities in today's labour market, including changes in the approach to employment from segregating one (protected labour market) to integrating one (open market operation). They have been analyzed taking all their strengths and weaknesses into consideration. These changes are shown on the basis of statistical data on the employment of people with disabilities in Poland.

- Summary/Abstract:Polish system of activation of people with disabilities assumes the implementation of this process in: open labour market entities, supported employment enterprises, professional activation establishments and occupational therapy workshops. After over 20 years of experience, there is a right to ask about the level of compliance of system’s assumptions for the professional activation of disabled people resulting from the state social policy with real effects. In particular, there should be evaluated organizational solutions concerning sheltered employment. The analysis of the process of change in the functioning of protected employment system in the context of changes in the rules of its financing permits us to conclude, that for people managing supported employment enterprises more important are the economic effects of financial support in a competitive market than social aims, and the system is more favourable to the development of entrepreneurship in general than to solving social problems.

- Summary/Abstract:Disability should be considered not only in social categories, but also in economic categories, both in the individual as ell as public dimension. These costs will always constitute a significant position in the central budget and individuals budgets of the public finance. It is in a main measure caused by very nature of disability, which generates additional costs. Without appropriate support persons with disabilities won't manage on the labor market, and employers won't be interested in employing such employees. Economic analysis of incurred costs in the system allows get to know with appearing facts and phenomena as well as to establish causes of these occurrences and facts, particularly low professional activity of persons with disabilities. Moreover, based on costs, peculiarly when we compare them with effects, it is possible to conduct a preliminary assessment of the system. In present analysis the costs evaluation incurred by PFRON (National Fund for Rehabilitation of Persons with Disabilities), ZUS (Social Insurance Institution), KRUS (Agricultural Social Insurance Fund) and NFZ (National Health Fund) was conducted. As PFRON costs it is possible to treat as direct costs, the more incurred costs for rehabilitation by ZUS, KRUS and NFZ as indirect costs, which don't affect the employment rate directly, however too “beneficial” social benefits can impair the occupational activity, and hence indirectly affect the professional activity rate. Presented statistics gives also an insight into the policy granting certain assistance forms, allows assess their size and activities of very beneficiaries (aid recipients). Shows clear preferences in granting individual assistance forms. However, it is necessary to remember that costs balance and benefits from the professional activation of persons with disabilities most often assumes a positive value. Simply, person with disability is “cheaper” from unemployed annuitant, because pays income taxes from his wages, buys more products, therefore pays higher VAT, pays rent for the apartment and what’s more important participates in the social life.

- Summary/Abstract:Good practices in the employment of people with disabilities is a proven solution that should be promote and foster. Analysis of good practices shows that changes of employers and employees attitudes and organizational practices are not easy. Employers in Poland usually expect financial support, but it is not decisive condition of employment of a disabled person. Studies have shown that important factor in changing attitudes and organizational practices is the employers perception of other benefits: social, organizational and branding linked with the employment of disabled people.

- Summary/Abstract:Study concerns the impact of infrastructure development of residence of persons with disabilities (municipality) in the process of activation of professional and social integration. The effectiveness of the processes chosen depends on many factors, one of which is the infrastructure. Quantitative and qualitative characteristics of infrastructure shape the spatial structure of the economy, living conditions and the level and pace of social economic development. Development of infrastructure and ongoing changes in this area is one of the key components affecting local development. Settlement units are diverse terms of infrastructure. It is one of the reasons for the different spatial availability of local labor markets and the social inclusion of people with disabilities. In the absence of the country’s economic convergence differentiation can contribute to the accumulation of spatial disparities in the activation of professional and social integration of people with disabilities.

- Summary/Abstract:People with disabilities are one of the groups at risk of poverty and social exclusion. At the same time the existing in polish system of vocational rehabilitation and employment of these persons is not sufficiently effective, causing occupational therapy workshop participants have little chance of entering the labor market and those working in sheltered workshops – to enter the open labor market. One way to alleviate the shortcomings of the system is the development of social cooperatives. The "public benefit triangle" project is to serve this purpose. The social cooperative combines the functions of workers' cooperatives and non-governmental charitable organization. The cooperative should work in a friendly environment created by municipal (regional) governments, local businesses and NGOs. Social enterprise partners can support them in various ways, including lending area or qualified staff, as well as by consulting or contracting the implementation of certain tasks.
