Summary/Abstract: Competitive opportunity management systems and rating systems have their own advantages and disadvantages. Judging for external economic risks to the factors and conditions of foreign trade is necessary for the context of globalization, but it is not enough. These risks are manifested in investment, science and technology development, the ability of national budgets to convert accumulation into investment, and the latter into industrial (manufacturing) capital, into jobs. This leads to additional income, new consumption standards, and motivation to work and creativity. The conversion mechanism implies and does not exclude, state interference.
