Summary/Abstract: The ever-increasing competitive environment of the international tourism industry determines a new agenda for ensuring the sustainable development of tourism in Bulgaria. It includes an innovative approach to the specialized forms of tourism, including the balneological tourism and the creation of legislation that would ensure the implementation of policies in this context. The report traces and highlights the basic legislative obstacles to the establishment of effective medical and rehabilitation spa product in the capital city. The main thesis is that the elaboration of a common strategy in the field of balneology between the Ministry of Health, theMinistry of Labour and Social Policy and the Ministry of Tourism will increase the possibilities that the local authorities achieve the objectives set in the social field and those for economic growth in the territory of the municipality.
