Summary/Abstract: A global threat is represented by terrorism, which does not consider the fundamental principles of law, order and human rights. For these reasons, the fight against terrorism is not only the responsibility of the state institutions, which act to prevent and combat terrorist attacks, but it is a responsibility of the entire civil society. What has been demonstrated to the world after the terrorist attacks of September 11, 2001 is that terrorists are much better organized and able to act globally than it was considered. Conceptions about the capabilities and motivations of terrorists about innocent civilians have changed radically.
