Summary/Abstract: Romania is not the only country where significant gaps in security culture among political decision makers and civil society make their presence felt. The frequent terminology confusion, as well as the ignorance of political decision-makers. The politician is confronted with a military system, which is organised and disciplined and which they must collaborate with, so as to achieve national security objectives through political and administrative levers. The political entities involved with the national security decision-making process - the Presidency, the Government, the Parliament, the line ministries - have the institutional capacity to manage strategic communication, but are tributary to political-electoral cycling behaviours
