Summary/Abstract: This chapter dealing with humanitarian intervention might be opened by the statement that “everyone talks about them, but no one has seen one yet”. Thinking about humanitarian intervention, one enters muddy waters indeed. It is an anomaly in the system of international relations, a contradiction in and of itself. It is hard to explain this phenomenon and extricate it from the different layers of meaning, norm and practice.
