Summary/Abstract: The article is devoted to the analysis of the process of forming a government (Cabinet) in selected countries of Central and Eastern Europe – Poland, Czech Republic, Slovakia and Hungary. The author presents the normative and non-normative aspects which influence the formation of the Cabinet and attempts to compare this process, based on the experience of these countries, to find similarities and differences. This article aims to explain not only why you should examine this phenomenon of government creation, but also to outline how it will affect the effectiveness of governance in the broad sense. The basic hypothesis of the article is that constitutional arrangements adopted in selected countries of Central and Eastern Europe (Poland, Czech Republic, Slovakia, Hungary) streamlines the process of formation of the Cabinet. Between countries in the region there are no significant differences in the efficiency of government formation. The process of forming the government may also provide an indication of the effectiveness of governance in general.
