Summary/Abstract: W niniejszym tomie zawarto opracowania odnoszące się do kilku kluczowych kwestii problemowych związanych z rywalizacją wyborczą w Polsce: uwarunkowań formalno-prawnych i finansowych kampanii wyborczych, jakości oferty wyborczej w kampaniach oraz znaczenia zewnętrznych, międzynarodowych czynników determinujących przebieg kampanii wyborczych lat 2014–2015. - Summary/Abstract:The article considers the question of procedure of the election of the President of the Republic of Poland in the context of president’s constitutional functions and tasks. It includes analysis of legal and political aspects of the universal elections of the President of the Republic of Poland, according to the legal solutions, adopted in the Costitution of 2nd April 1997. The author of this article make an assessment of the procedure of the election of the president in universal and direct elections. In his opinion, this procedure is non – conformity to the scope of presidential functions adopted in the Constitution. In political practice, from time to time it implies conflicts in the relationships between the President of Republic and the Council of Ministers. Moreover, it impairs the authority of the president, as a neutral arbitrator and moderator of political scene in Poland.

- Summary/Abstract:Elections in Poland, which took place in the years 2014–2015 were a quite challenge for the electoral administration. Because of failure of the computer system, a high level of invalid votes and delays in reporting the results, some political circles claim that municipal elections of November 2014 were manipulated. The amendment to the Electoral Code and the appointment of new members of the National Electoral Commission partially restored confidence in the institution of elections, but it seems that new parliament has to carry on the reforms that are necessary for electoral management bodies. This article indicates which the legal provisions need to be revised to restore fully public confidence in the institutions of democracy in Poland.

- Summary/Abstract:Election in Poland is one of the forms of Nation’s sovereignty principle, the most important form of participation in public life. Its key aspect is the election campaign, during which there is a presentation of election programmes and candidates. There is no doubt that the main goal of the entities participating in the elections is to get the best election result, which is usually associated with filling the office, or obtaining by a committee the mandates of members of representative bodies. No less important issue related to running election campaigns, besides indicating the time frame and mechanisms used for its conduct, is to establish the rules under which election campaigns may be funded. The legislator pointed out in the Election Code the sources of funding election campaigns by electoral committees, expenditure limits, and financial representatives’ tasks.

- Summary/Abstract:When analyzing statutes of Polish parties, the position of the party leader can be distinguished from other authorities or bodies of the party structure. The leader of the party within the meaning of the formal leader of the party has a real impact on the internal structure of the party. Predominantly, disciplinary procedures, organizational units, staffing and formation of electoral lists are among underlying areas of leader’s influence. Taking into account the scope of leadership competences of the analyzed parties (PiS, PO, .Nowoczesna, PSL), strong leadership party (PiS), moderate leadership parties (PO, .Nowoczesna) and weak leadership party (PSL) can be distinguished. The strength of the leadership is determined mainly by prerogatives of leadership that reflect the degree of vertical impact and influence on the shape of horizontal structures.

- Summary/Abstract:Before the parliamentary elections 2015 Polish left-wing groups aimed to sign an agreement that was to give them a chance to lead. There had been a division of supporters on one hand – those who opted for building a new formation and on the other – those who were for left parties agreement. It resulted in a coalition in shape of United Left (Zjednoczona Lewica) which became the backbone of the Democratic Left Alliance, the Union of Labour, Your Movement, Polish Socialist Party and the Greens Party (Sojusz Lewicy Demokratycznej (SLD), Unia Pracy, Twój Ruch (TR), Polska Partia Socjalistyczna and Partia Zieloni). The new batch Together (Razem) negating some left-wing parties especially SLD and Your Movement. The article presents the process of building leftist formations and the results they achieved in the elections. The distribution of seats in the lists between the coalition parties, results in the districts, geographical distribution of votes as well as possible joint list were analyzed. The author points that the reason of not winning the seats by the parties is in choosing the wrong form of participation in the elections as a coalition and the absence of an agreement between all parties. In the assessment of the author the coalition United Left party was defeated and the Together (Razem) was moderately successful, which, although, has not received mandates that exceed the election threshold enabling it to finance the budget.

- Summary/Abstract:The aim of the article was to present the results of parliamentary elections in 2015 in the Podkarpackie voivodeship, with special attention paid to the course of political competition and its consequences, resulting from election result. The primary part of the discussion was proceeded by general description of political situation in the Podkarpackie voivodeship before elections, which was determined by formation of local political scene in the result of municipal election held on 16th November 2014, as well as changes in the regional council of the Podkarpackie Voivodeship, which occurred in May 2013. - Summary/Abstract:The Treaty of Lisbon which entered into force in 1 December 2009 has once again increased powers of European Parliament. In fact, the treaties reforming the European Community (and then European Union) lead to change the role of European Parliament from the institution of an advisory nature with very limited power to important body with broad scope of competence and authority. This process ensures the democratization of European Union, because European Parliament is the only one fully democratic EU institution. In the Lisbon Treaty European Parliament for the first time were named as legislative body. According to the treaty the Parliament and Council can be regarded as two chambers in a bicameral legislative branch of the European Union. Therefore, the elections to European Parliament in 2014 were very important for all member states. Presented article provides the new scope of competence of European Parliament and the result of election to this institution in Poland. The author try to answer the question how the Lisbon Treaty influence on political practice.

- Summary/Abstract:The issue of refugees (migrants) from North Africa and the Middle East constituted one of the leading themes in the election campaign for the Polish Parliament in 2015. This issue dominated other important issues of Polish foreign policy. Alongside the significance of the particular parties’ attitudes towards the Russian-Ukrainian conflict, it became one of the determinants of the support or lack of the support for the parties seeking seats in the elections. Due to its exceptional highlight in the media and the sensitivity of the matter (aspects of humanitarian aid and widely taken cultural tolerance), the issue became so significant that it was a convenient argument for the right-wing party to turn its attention to the subjects of strengthening the country’s safety and securing national identity of the Polish people. This article is therefore dedicated to the analysis of the positions of individual electoral committees in the matter of the migration crisis and the attempt to answer the question of whether and to what extent the positions taken by political leaders in the matter of accepting refugees from the Middle East and Africa affected the outcome of the parliamentary elections.

- Summary/Abstract:Purpose of the article is to analyze the differences in the proposed amendments to the various political parties in the 2015 Parliamentary elections and the main candidates in the Presidential election in the 2015, moreover, it is to identify social groups in employment policy and the labor market to which proposed declarations and actions are directed. The article concerns the analysis of the formula of the unemployment problem in the election manifesto and approaches to the problems of unemployment and employment in the electoral manifestos of political parties, in particular the author of the article focuses on the changes in the scope of the working age, the minimum wage in the context of employment policy and the labor market, issues of duality in the labor market and combating unemployment among young people. The article indicates the differences in the proposed amendments to the various political parties and candidates in the presidential election, but it was not possible to determine the costs of all the declarations during the elections due to the vagueness in their election manifestos. There has been a reformulation of the problem of unemployment in the election manifestos, the problem of “fighting unemployment” applied only to young people in other respects it has been reformulated in the context of “employment growth”, “job creation” and “development through employment”.

- Summary/Abstract:In the face of demographic problems in Europe which are mainly caused by reduced reproduction of the population, in the case of Poland also emigration, it is no surprise that the declarations, which aim at indicating the proposals of staving off the threat of demographic crisis appear in electoral campaigns. This is indicated by the general formulated directions of actions as well as the proposals of particular actions. Because the biggest number of instruments which may be used to support the families’ decision about procreation are found within the scope of family policy, this area of social policy has been selected as the object of analysis. This article presents the selected proposals of the electoral offer concerned with the solutions in the framework of family policy of those parties which during parliamentary elections 2015 in Poland, registered the lists of candidates for Sejm in at least half of electoral constituencies. The aim of the author is not only identify the vision of family policy and the directions of its development presented by given parties, but above all to try to indicate the main separation lines. Detailed analysis of the proposals, mainly from electoral programs, allowed also to mark off those areas and solutions around which political consensus can be created, as they were a part of electoral programs of almost all groups.

- Summary/Abstract:The objective of the article is to characterize the main trends in development of contemporaneous international affairs (intensification of globalization processes; raise of autonomous or even separatist tendencies; increase of tendencies described as „clash of civilizations”; evolution of international system from unipolar to multipolar world order; mounting environmental issues) and to discuss the most important, according to the author, tendencies in the political environment surrounding Poland. - Summary/Abstract:The article is devoted to the analysis of the process of forming a government (Cabinet) in selected countries of Central and Eastern Europe – Poland, Czech Republic, Slovakia and Hungary. The author presents the normative and non-normative aspects which influence the formation of the Cabinet and attempts to compare this process, based on the experience of these countries, to find similarities and differences. This article aims to explain not only why you should examine this phenomenon of government creation, but also to outline how it will affect the effectiveness of governance in the broad sense. The basic hypothesis of the article is that constitutional arrangements adopted in selected countries of Central and Eastern Europe (Poland, Czech Republic, Slovakia, Hungary) streamlines the process of formation of the Cabinet. Between countries in the region there are no significant differences in the efficiency of government formation. The process of forming the government may also provide an indication of the effectiveness of governance in general.

- Summary/Abstract:Presented article discusses the electoral fates of genuinely new parties in four CEE countries: Czech Republic, Hungary, Poland and Slovakia. The author mainly focuses on their political projects, especially political platforms. Conducted analysis reveals that politization of new issues neglected by established parties was the main factor which determines the party systems’ opening for new political initiatives. Other important factors were also “the leader effect” and advantageous configuration of political and socioeconomic conditions. In last elections we can notice substantial change in political projects of new parties. They frequently built the identity only on its “newness” backed up by populist appeal and negation of existing political institutions. The example of other post-communist countries show clearly that “newness as political project” provides only short-term success.

- Summary/Abstract:This paper contains the author’s original definitions of decentralization, territorial autonomy and an overview of the Spanish territorial structure, as well as definition of a regional party. Analysis of the 2011–2015 Cortes Generales and regional parliamentary elections leads one to conclude, that despite a dynamic development of regional parties their position on the state and regional level had nonetheless significantly declined. State-wide parties are still dominant, in spite of an acute decomposition in the party system and losing the dual-party feature. Election results show that the financial crisis and external threats positively influence the growth in power of state-wide parties. In this context the political and party situation in Catalunya is profoundly distinctive, but the role of traditional independence-centered regional parties after the last regional (September 2015) and parliamentary (December 2015) elections is in decline. Ideological and political polarization in that region, though intensified, does not grant a decisive advantage for independence-centered parties.

- Summary/Abstract:In recent years, there has been observed a growing importance of the explanatory value of the civilisational paradigm in political science studies. The civilizational approach takes into account a wide range of symbolic and cultural sphere of socio-political reality. It offers the opportunity to explore different civilisations each of which retains its own logic of development, values and goals. The article explains the conflict of civilizations in Ukraine. In a synthetic form, it outlines Feliks Koneczny’s typology of civilizations. It also describes the circumstances and causes of the crisis of democracy in Ukraine in relation to conflict of Turanian and Latin civilizations. It concludes with an outlook of the future of democracy in Ukraine.

- Summary/Abstract:In this article, the authors present presidential elections in Ukraine in the light of the selected weekly opinion periodicals in Germany, Poland and Russia. The purpose of this article is the characteristics of media coverage about the Ukrainian presidential election, the indication of associations and the specific features of each relationship. The basis of the theoretical analysis is defined by the manufacturing concept (ROBINSON 2001, 2002), media diplomacy brokers (GILBOA 2001) and epistemological assumptions of the press content analysis (PISAREK 1983, 2006). The authors present data obtained from the content analysis of the press in a quantitative and qualitative variant on the selected weekly opinion periodicals from Germany (“Der Spiegel”, “Focus”), Poland (“Newsweek”, “Politics”) and Russia (“Russkij Reporter”, “Profile”). Consequently, they point, among all, at the marginalization of the Ukrainian election in the examined titles and understanding of their role.
