Summary/Abstract: Cohesion policy is the only European Union policy aimed at reducing disparities in the economic and social development of the member states and their regions. Cohesion policy involves the transfer of resources between member states through the EU budget to support economic growth and sustainable development through investment in people, the economy, infrastructure, employment, and innovation.This paper examines the specific steps taken by Bulgaria to begin funding absorption process from the EU’s Structural Funds. The emphasis is, however, on the barriers experienced by the public and private sectors in the process of absorption of these funds.
