Summary/Abstract: This book collects scientific papers and reports presented on the conference ‘The Membership of Bulgaria in the EU: Four Years Later’ organized by the International Economic Relations and Business Department at University of National and World Economy (UNWE), Sofia, Bulgaria. The conference, held on 3 October 2010, traditionally provided a stage for prominent academics, dedicated PhD students and professionals to discuss contemporary topics related to multiple aspects of the European integration, its effects on the Bulgarian economy, socio-economic environment, international business and relations, finance and politics.The conference was opened with a keynote speech by Meglena Kuneva who used to serve in the European Commission and is a prominent figure in the Bulgarian political life associated with the European integration process and accession to the European Union. She highlighted that the Bulgarian membership in the European Union is a rare example of widely shared national consensus in the past 22 years. Meglena Kuneva presented arguments in favour of this membership while noting challenges that remain unsolved years after our accession – we shall understand better the signs given by Brussels as well as put an emphasis on the human factors. Kuneva shared the view that commitment and high ethical and professional standards are required when appointments are made for the EU funds governance on a national level. We shall be more active towards EU in our contribution, she concluded. The participants in the conference presented research about the multiple effects on the Bulgarian economy as a result of the EU membership and access to the Single market. Authors discussed the international competitiveness of the Bulgarian export industry, they dedicated analysis on the Bulgarian trade with the other EU member states as well as industrial concentrations among the countries sharing single market. The liberalization of the telecommunications market in Bulgaria, reforms in the regulations of the pension funds and public procurement is among the topics presented. Another group of academics discussed current trends in the global economy, regional and global challenges to the EU. Those processes would have implications on the entire EU bloc. This could be related to the role of the Euro as an international currency as well as the development of the economic and monetary union (EMU) within EU. Contributors review topics related to the real and nominal convergence of Bulgaria and other countries in the EMU and the Bulgarian contribution and participation in key EU policies. Some authors present research on the challenges and achievements regarding the absorption of the EU funds in Bulgaria and implementation of the operating programs. Group of papers is dedicated to the international business environment, transnational organizations, international standardization through ISO, quality assurance and management, employees’ performance, and organizational culture. ‘The Membership of Bulgaria in the EU: Four Years Later’ is an annually organized academic event with the vision to foster open dialogue, offer contemporary research and exchange of ideas between fellow academics, policy makers, businesses, stakeholders and the public.

- Summary/Abstract:This publication presents the main results of the research project "International Competitiveness of Export-Oriented Industries in Bulgaria", funded by the state budget from the Fund "UNWE Research", implemented during the period December 2009 - December 2011. The goal of this project is to analyze and assess the international competitiveness of the export-oriented industries in Bulgaria and to propose recommendations at the macro-, meso- and micro-level for its increase. The study utilizes a wide range of general scientific and specific methods for assessing the international competitiveness of export-oriented industries in Bulgaria. The SWOT analysis has a central place to present the main competitive advantages and disadvantages of the industries and the challenges they face. The main sources of statistical information are the National Statistical Institute of Bulgaria and the Eurostat. For the implementation of the project objectives a special questionnaire has been developed, distributed in the 6 planning regions among managers of companies from the identified export-oriented industries.

- Summary/Abstract:This paper reviews the Bulgarian export and external trade dynamics in the context of the EU membership. The author presents empirical data on the changes in the trade turnover for select time period. Based on that the author suggests defining trends on the structure and the flow of the trade between Bulgaria and the EU. The analysis observes an asymmetry in the external trade turnover: not only didn’t Bulgaria make use of all benefits of the Single market but the country allowed other member states to dominate with their more competitive export to the national market in Bulgaria. The author notes that certain products and industries in Bulgaria are noncompetitive when compared to analogical products from other EU countries. The price levels of the export to the EU and import from the EU provide qualitative explanation about the structure of the trade between the two parties – Bulgaria imports industrial goods with high value added while it exports to the EU raw materials and goods of lower value added. Overall, the analysis concludes that the Bulgarian economy becomes more dependent and linked to the Single market and follows the dynamics across the EU.

- Summary/Abstract:The process of European Union (EU) enlargement following the accession of Bulgaria and Romania will go towards the accession of Western Balkan countries. Region of the Western Balkans is consisted of six countries. Some of these countries have the status of the candidate country (Croatia, Macedonia and Montenegro) while Bosnia and Herzegovina (BiH) has the status of potential candidate, along with Serbia and Albania. Subject of this paper represent an analysis of trade aspects of the relations between BiH and the EU since EU is the most important trade partner of BiH. In addition, the subject of this paper will include an overview of the signing and establishment of CEFTA Agreement between countries in the region because the membership in this free trade zone represents one of the important steps towards EU membership. The goal of this paper is to empirically investigate how the BiH’s products are represented on the EU market and vice versa, what is the structure of its import and export, and in this context, what are the possible problems. Also, our goal is to analyze the possible future improvements for BiH in the context of trade relations with the EU. In the first part of the paper we will briefly provide basic indicators of BiH economy, as well as some indicators of its integration in the global market. The second part of the paper is dedicated to the analysis of foreign trade policy of BiH with the emphasis on the free trade agreements concluded on regional level with CEFTA countries, and free trade agreement concluded with EU by signing the Stabilization and Association Agreement. In the third part we will present the real flows of trade between the EU and BiH. The importance of the EU as a foreign trade partner of BiH will be pointed out. By the analysis of the volume, value and structure of import and export with the EU we will identify the difficulties, but also the advantages that BiH has in trade relations with EU.

- Summary/Abstract:The global economic crisis has raised questions about the future of the reserve currencies. For more than a century, the dollar has been holding a leading position as an international and reserve currency in the global economy. The financial crisis, economic imbalances and the recession of leading economies have intensified the debate between the dollar, the euro, and the yen as global currencies. The status of the euro as an international currency is facing another challenge – survival in conditions of accumulated budget deficits and growing government debt among some Eurozone countries (Greece, Portugal, Italy, Spain) and the transfer of the debt crisis as a "contagion" from peripheral countries to the centre of the Eurozone. The dynamics and use of the euro by the private sector and by the official monetary institutions, respectively as an international and reserve currency, have been reviewed and analysed. The article is also provoked by the structural deficit that the euro suffers from due to the monetary policy governance aimed at maintaining price stability and the lack of sufficient synchronization in fiscal policy and control of public expenditure.

- Summary/Abstract:The strategic goal for the Republic of Bulgaria after its accession to the European Union (EU) is the adoption of the euro and full membership in the EMU. The sovereign debt crisis in the Eurozone (EU) has pushed EMU enlargement issues into the background and has seriously affected the motivation of countries with a derogation. This report aims to present the progress made in the nominal and real convergence between Bulgaria and the EU in the period 1999-2010. In terms of real convergence, a comparison was made between the performance of Bulgaria and other countries with a derogation from Central and Eastern Europe (CEE). An assessment of the impact of the sovereign debt crisis in the Eurozone on the process of Bulgaria's accession to EMU is also presented.

- Summary/Abstract:This research presents the roots of the lobbying practice (formal or informal) in the EU as a relatively new phenomenon. It became widespread across the European institutions in the '80s and '90s as up until this time had been more common characteristic of the political landscape in USA. The author demonstrates the growing influence of the lobbyists groups which account for approximately 15000 people employed by around 2400 officially registered lobbyist organizations in Brussels. The paper offers an insight on the lobbying practice in its three dimensions – political, national, and institutional. It presents the public perception about it as well as practical examples of lobbying effects on the policy making in the EU.

- Summary/Abstract:The report sheds light on the activity of the International Organization for Standardization (ISO), the users of the international standards that ISO develops, and the effectiveness of the application of standards on manufactured products and services, the achieved level of protection for consumers and customers in general.The ISO 9000 (for business quality requirements) and ISO 14000 (for the prevention of environmental problems) standards, known as the General Management System of Standards due to their ability to be applied to any organization, regardless of sector of its activity, are reviewed in detail. It is stated that these standards apply to the process management in an organization and not to its products. Definitions of "certification", "registration" and "accreditation" are provided – similarities and differences between them are indicated as well as the opportunity for the standards ISO, ISO 9001: 2000 and ISO 14001: 2004 to be implemented and used without being certified. A special place in the research is dedicated to the goals of quality assurance standards by establishing a management system in such a way to ensure the required quality level. The essence of the ISO 9000: 2000 and ISO 9001: 2000 standards is also reviewed.

Cohesion policy involves the transfer of resources between member states through the EU budget to support economic growth and sustainable development through investment in people, the economy, infrastructure, employment, and innovation.This paper examines the specific steps taken by Bulgaria to begin funding absorption process from the EU’s Structural Funds. - Summary/Abstract:This article explores the contemporary changes in the forms of conducting international business considering the environmental implications. The author links the emerging environmental issues with the intense development in the industrial technology and production which has been ongoing since 1950s. The beginning of the new century has brought more attention to the environmental impact of human activity. The main thesis which will be explored in this research is that the enhanced global measures tackling the environmental issues are leading to transformations in the forms of international business as well as the emergence of a structurally new object of international business operations.

- Summary/Abstract:During the current decade the promotion of smart, sustainable and inclusive growth is set as a leading priority of the EU in the EU's growth strategy Europe 2020. The achievement of this priority is binded to the delivery by 2020 of five main objectives – on employment, innovation, education, social inclusion and climate/energy. The EU Cohesion Policy provides the necessary investment framework and delivery system to reach the Europe 2020 objectives, as concrete actions at EU and national levels underpin the strategy. Crucial and necessary for the successful delivery of the ambitious objectives set in Europe 2020 is the parallel use of innovative models such as public-private partnerships with the help of the instruments of the EU Cohesion policy, along with its traditional means. This report reviews the main perspectives for use of the public-private partnerships through the instruments of the EU Cohesion policy as an approach for achievement of the Europe 2020 priorities in Bulgaria.

There is a strong relation between the culture and the application of the Balanced Scorecard methodology. The various aspects of how culture affects an organization, and in particular organizational performance, are reviewed. An overview was also made of the authors who studied issues related to the influence and measurement of the culture. The possible moderators of the culture in an organization are considered. The different types of culture identified by the mentioned authors and questions on how to manage the culture are described.

- Summary/Abstract:Pragmatism is defined by the state-market relation which is an alternative to market fundamentalism. According to it the role of the state is to not directly interfere in the functioning of markets, but it rather has economic regulation functions to create business and foster public environment for economic growth. The new global pragmatism consists in the implementation of policies of economic and financial stability, economic growth and more fairness based on the growing interdependence of real and financial markets. It requires overcoming of the individualistic approach and it includes problems of the new mercantilism and the prevention of financial crises. The state-market relation is more broadly defined through the complexity of the market and institutional mechanism at all governance levels in the world in terms of more effective, responsible and transparent solution of economic problems of all countries. The report includes questions on the framework of the new pragmatism, the main post-crisis problems, and the directions for reforming the global financial system.

- Summary/Abstract:The global financial crisis has paradoxically proved the importance of the European Union's global and regional priorities because it has strengthened the power of economic interests of the markets. Simultaneously, it set new requirements for an accelerated solution to the EU’s economic problems. The first of those issues is to clarify the foundations of the EU's reform interdependence in the context of the transformation process of globalization. The second problem is the formulation of the appropriate reform policy in terms of the global reality and the economic progress of European integration. The report presents some of the author’s research on the foundations of functional integration in globalization, EU reform policy and scientific criticism of its direction.

- Summary/Abstract:The report presents an empirical study which aims, through statistical and comparative analysis to examine whether the economic effects generated in the EU as a result of the telecommunications sector liberalization, are observed also in Bulgaria (as a result of the analogous process taken place in the country). - Summary/Abstract:A position will be presented and grounded in the report, that the self-regulation activities in the theory and practice of marketing communications in Bulgaria (advertising, public relations and sales promotion activities) has to be subject of additional improvements in order to be aligned with the global trends in this field. For this reason their analysis in comparative perspective is required, as well as adoption of some good practices. On the background there is nearly complete and fully adequate to the world trends and European regulations harmonization of the legislation regarding marketing communications, consumer protection, etc. In this context the position is also mentioned, that in many cases self-regulation mechanisms in the field of marketing communications are more effective for avoiding negative influences and consumer protection practices. The necessity of the activeness of the consumers is also required in this processes – this will put an additional pressure to conform the marketing and communication activity on the companies.

- Summary/Abstract:The report aims to provoke an in-depth discussion on improvement of the pension system in Bulgaria. Emphasis is placed on the role of capital pension schemes and, in particular, on their development. The improvement of the capital pension schemes is considered through the prism of improving the regulation and achieving liberalization in certain activity aspects. We review the regulation and liberalization of the capital pension schemes as part of the process of Bulgaria's integration into the European Union. The study is structured in four main sections: the role of equity pension schemes in the country's pension system; the state of the regulation of these activities; aspects of liberalization at present and what are the challenges and guidelines for improving the system.
