Summary/Abstract: This analytical report is devoted to the second stage of administrative-territorial reform in Ukraine, which was carried out in accordance with the Resolution of the Verkhovna Rada of Ukraine "On the formation and liquidation of districts" of July 17, 2020. Attention was drawn to the problem of ensuring the legitimacy of district councils, as enlarged districts have greater potential in possible conflicts with public authorities. It is recommended to establish a system for monitoring the effectiveness of the new district division in order to adjust it in the future in accordance with the achieved goals of the reform. In addition, recommendations are provided for resolving related issues by improving the relevant regulatory framework.
