Summary/Abstract: The revision of EU policy towards its southern neighbourhood focuses on supporting green and digital transformations in order to boost the economic development of this region. However, the proposed solutions may bring limited results due to structural problems and the economic crisis triggered by the COVID-19 pandemic. To increase the effectiveness of this policy, the EU can strengthen local actors. Poland can promote the good practices of the Eastern Partnership in this regard.
