The Next Step Towards Decentralisation in Ukraine

Summary/Abstract: In June and July, the Ukrainian government and parliament approved the new boundaries of state administrative divisions. Local government units (LGUs) will be re-constituted after municipal elections scheduled for October. Finalising decentralisation requires additional legislative changes, including constitutional amendments, which will redefine the division of competences between different LGU levels as well as between the government and local governments. The reform will expand the possibilities of cooperation between Ukrainian local government and foreign partners.
