Summary/Abstract: At the NATO summit in Vilnius in July, the Allies should approve a realistic but ambitious plan to develop the forces necessary to conduct the collective defence mission in accordance with a new strategy and plans. An unequivocal rejection of the limitations contained in the NATO-Russia Founding Act may be crucial to strengthening the determination of NATO members to develop the necessary capabilities and discourage Russia from increasing its aggressive actions against the Alliance.
