Summary/Abstract: This study is part of the BISS project "Human Capital in Belarus: Sources of Competitiveness and Modernization". The purpose of the work is to assess the current state of the Belarusian innovation system based on the analysis of a number of indicators, indicators and parameters and identify problems that prevent its effective functioning and dynamic development. Based on the work of "human capital", BISS plans to prepare direct proposals to the government that will improve the state of the innovative potential of Belarus.
