Summary/Abstract: This study is part of the BISS project "Human Capital in Belarus: Sources of Competitiveness and Modernization". The purpose of the work is to determine the current state of the scientific and innovative complex and to reveal the specifics of decision-making in the innovative policy of the Republic of Belarus. Based on the works of the "Human capital" cycle, BISS plans to prepare direct proposals to the government that will contribute to improving the state of the scientific and innovative potential of Belarus.
