Summary/Abstract: Human rights treaty bodies are committees of experts that monitor compliance with human rights conventions at the universal level. For more than three decades, there has been a debate about the need to improve their functioning. In 2014, certain measures were introduced, with a review to be carried out in another six years. In 2020, another round of debates is underway on how to reform the treaty bodies. // The measures discussed include the introduction of a fixed calendar that would allow for regular reviews of all states regardless of their level of cooperation, and a number of other proposals. The final form of the system will be approved by the UN General Assembly, which will significantly affect the effectiveness of the functioning of the mechanism, the purpose of which is to pressure compliance with international human rights standards in all parts of the world. // The Czech Republic is forming its positions in cooperation with the member states of the European Union. First and foremost, it should support the introduction of a fixed calendar, including the provision of financial resources required for the implementation of the given measure. In addition, a number of quality measures were identified during the discussions to simplify the work of the committees, reduce the backlog or improve the quality of outputs. The Czech Republic should also help to include in the final text of the UN General Assembly resolution a provision for a further review in the next six years. It is likely that the growth of the system will require deeper institutional reform.
