Summary/Abstract: Despite some differences in detail, culture, and competence, Russian intelligence services are broadly similar to their Western counterparts. However, intelligence is processed and delivered to politicians in the Russian system in very different ways, characterized by the role of informal relationships rather than institutional structures, a greater number of channels with their own characteristics, and direct competition for the president’s “ear.” As a result, Russia is better at acquiring intelligence than at subsequently using or disseminating it.
