Summary/Abstract: Although the Act on Establishments (Institutions) is one of the most stable laws regulating Croatian public sector, in more than 20 years of its implementation occurred a number of interpretative doubts. The analysis considers a part of those questions, related to the management of an establishment, the position of the principal, transparency, as well as oversight over an establishment.
