France and COVID-19: Economic Priorities and the Risk of Recession

Summary/Abstract: France’s High Council of Public Finances (HCFP) foresees a recession as a result of the lockdown caused by the COVID-19 pandemic. A generous plan of public aid has been prepared by the French government in response. The authorities also want to use the current situation to decrease the dependence of the country’s economy on foreign co-operators. The incoming crisis will increase the propensity of the French government to propose even deeper integration of the eurozone, with particular regard to fiscal and social convergence. The idea of “coronabonds”, supported by Macron, may trigger a new discussion about Eurobonds.
