Summary/Abstract: The terrorist group calling itself Islamic State (ISIS), after losing most of the territory it had overrun, has reformulated its strategy, basing it now on asymmetrical terrorist and insurgent operations. ISIS’s priority in Syria and Iraq is to use the destabilisation within these countries to free fighters and sympathisers from prisons and use them to create organised cells. The U.S. limiting troops in northern Syria and the escalating rivalry with Iran over Iraq is weakening the effectiveness of the international anti-terrorist coalition and facilitates the rebuilding of ISIS cells.
