Summary/Abstract: Five months after the overthrow of dictator Omar al-Bashir in Sudan, a civilian government under Prime Minister Abdalla Hamdok offers a chance for a revived economy and EU-friendly foreign policy. The government’s main challenge is how to become a real centre of power in the country. Paramilitary forces beyond the PM’s control cater to the interests of Gulf countries and contribute to instability in Libya and Chad.
