Summary/Abstract: On 2 July, the European Council (EC) nominated the Spanish socialist Josep Borrell for the position of EU High Representative for Foreign Affairs and Security Policy (HR). If he takes office, he will continue the agenda of his predecessor Federica Mogherini. Nonetheless, he will focus more on cooperation with the Maghreb and Latin America countries, and will be more open to restrictive policy towards Russia. However, the most important challenges will be to improve the efficiency of European diplomacy and HR’s cooperation with Member States.
