Prospects for Breaking the Deadlock in the North Korea-U.S. Dialogue

Summary/Abstract: The outcome of the North Korea–U.S. summit in Hanoi in February demonstrated that their stances regarding denuclearisation and the lifting of sanctions are incompatible. The continuing deadlock weakens South Korea’s role as a mediator in the North Korea-U.S. dialogue and threatens to stiffen the North’s negotiating position while strengthening its ties with China and Russia. There is an opportunity for the North Korea-U.S. talks to move away from the goal of complete denuclearisation and prevent the possible escalation of tensions.
