Summary/Abstract: After 22 years of negotiations, Azerbaijan, Iran, Kazakhstan, Russia and Turkmenistan have signed a convention regulating the legal status of the Caspian Sea. The document states that the Caspian littoral countries have the right to lay underwater cables and pipelines. This could lead to energy projects, including a Trans-Caspian gas pipeline that would be important for the EU. At the same time, Russia is blocking access for all other states, guaranteeing its dominance in the region.
