Summary/Abstract: There is growing competition between regional powers on the Horn of Africa, particularly Turkey and the United Arab Emirates. The number of foreign military bases in the region is on the rise and there have already been two instances of serious tension between African allies of these states in 2018. The competitive environment limits the EU’s ability to extend its influence over the region and brings the risk of a transregional conflict.
