Summary/Abstract: The draft of EU budgets for the coming years prepared by the European Commission reveal three major goals: The Union is to at least maintain the existing financial potential, the Community level should be strengthened, and consider new objectives in expenditure. Disputes over these ideas between Member States are inevitable and it could be a long way to the final compromise.
