Negri” din Galaţi, Porto Franco, membră a Asociaţiei Revistelor şi Publicaţiilor din Europa şi a Asociaţiei Publicaţiilor Literare şi a Editurilor din România, a ajuns la un număr festiv, 170 şi cu o tradiţie de două decenii. Revista este tipărită în format A3, conţine aproximativ 80 de pagini şi este împărţită în mai multe rubrici permanente: Pagini Dunărene, Salon poetic, Invitaţii revistei, Scrisori netrimise, Atitudini, Traduceri, Interviuri, Dezbateri, Tineri autori, Documente literare, Premiile Porto-Franco, Piatra lui Moraru, Album Porto-Franco. Redactor-şef, fondator şi realizator este scriitorul Sterian Vicol. Încă de pe copertă putem citi conţinutul acestei reviste, care prin texte variate din literatură, cronică, istorie literară, eseu, proză etc., este vizibil faptul că revista beneficiază de un număr impresionant de colaboratori, iar subiectele pe care le abordează depăşesc de multe ori graniţele literaturii, implicându-se în tot felul de manifestări culturale. Revista de fiecare dată aduce un număr însemnat de debutanţi, având astfel şi scopul descoperirii de noi talente şi de valorificare a acestor noi voci de la Dunărea de Jos.

The binomial civilized/barbarian is as old as the history of culture and civilization. What is grave is that humanity considers civilization as something definitive, earned for good, while civility can quickly and much too easily be transformed into barbarism. It is what authors like Swift, Kafka or Coetzee demonstrate through literary allegories. Barbarism is equated with the attempt to annihilate the human being with the aid of the machine or through the military superiority of the civilized man. After all appearances this reality emerges: civilized man becoming a barbarian under certain conditions will never change, although in the era of globalism a structural change is foreseen. Communication will create the premise for knowing the Other, for showing understanding and tolerance towards him/her, so, in an optimistic scenario, the barbarianism of the “civilized” man becomes less and less possible.

In recent years a considerable amount of attention has been directed to the migration of tertiary educated people. Social scientists are interested in the brain drain phenomenon, in order to understand the positive and negative effects of highlyskilled migration in the sending countries. This paper examines physician migration in Romania, a country which records in Europe one of the largest stocks of emigrated medical doctors in the last few decades. Using data from official statistics, a survey carried out among Romanian medical doctors who have migrated, as well as innovative data from LinkedIn, we provide detailed evidence on the emigration flows and trends of Romanian physicians in terms of destinations, specialties and time frame of emigration. In addition, our study sheds light on the underlying reasons for migration and on difficulties encountered in the destination country.

From the logical and unitary interpretation of Law no. 31/1990 (art.72 and art.166), the liability of the administrators and auditors of the companies, who are at the same time their employees, is a civil liability - in the broad sense of the notion of civil law by applying the rules of the mandate. From the perspective of the patrimonial liability of the employees, according to the Labour Code, the ways of recovering the damage caused to the company to which you are subordinated in the employment relationship differ from the ways of recovering the damage in case of non-compliance of the mandate's limits. Analyzing the two types of liability, in the situation where the administrator also has an employment contract with the company, we conclude that the practical solution and in accordance with the concern of the legislator to prioritize the application of special law is to assess the conditions of liability of the administrator to the rules from the mandate provided by art. 2017-2024 Civil Code and Law no. 31/1990, and regarding the way of establishing the liability and recovering the damage, the provisions of art. 253-259 Labour Code.

The inclusion of children with special educational needs has to be based on all modalities that are accessible to them and that support them in achieving a good life. We will try to demonstrate the importance of developing creative skills to support the learning process by using the 3D model of psycho-pedagogical approach. Stimulating creativity as a process can directly and positively influence the motivation for independent learning, and indirectly facilitate the process of social inclusion. We will use severalmethods that teachers can apply in the classroom in order to demonstrate this link, mainly using the personalizedintervention plan for children with special educational needs.
