Both the specialized literature in the field of public administration and the official sources of information regarding artificial intelligence have shown that there is a desire to renew the administrative system, to the same extent that there is also a trend towards digitization. In the last decade, numerous directions of action oriented towards the implementation of artificial intelligence ecosystems have been outlined, and a relevant number of states around the world are undertaking measures with a unitary goal, especially in the European Union space. The purpose of this article is to establish the potential for the development of public administration through artificial intelligence, to establish the limits of action of modern ecosystems and the impact it has on servants of the state, on the one hand, and on the other hand, on citizens. The methodology used to create this article is based on the study of specialized literature, official websites that provide information about artificial intelligence, and the methods used are documentation and critical analysis. The importance of this study emerges from the increasing use of technologies based on artificial intelligence and its use in daily activities.

THE IMPACT OF BANKING SECTOR DEVELOPMENT ON ECONOMIC GROWTH: THE CASE OF EU COUNTRIES

Using a multiple linear regression model, this paper examines the role of banking sector development on economic growth in the European Union member countries. The analysis covers a period of 21 years (2000-2020) and is based on data obtained, mainly, from the World Bank's World Development Indicators database. Our empirical results would indicate a strong and statistically significant link between the development of the banking sector and economic growth, both at the level of the EU countries and at the level of the other two groups of countries (euro area countries and non-euro EU countries). However, we obtain some different results in the case of EU countries, which are not members of the euro area. In general, our findings are in line with economic theory, but also with the results of empirical studies relevant to our topic.

DEVELOPMENT OF YOUTH EMPLOYABILITY ISSUES BY VOLUNTEERISM APPROACHES

There is a global warning signal regarding youth employability, with an estimate of a quarter of world youth population – i.e. 290 million youth aged 15 – 25 years old included in the NEETs (“not in education, employed or in training”) category. Last data provided by EUROSTAT in 2022 shows that Romania have almost 20% of its 15 – 29 years old youth as NEETs (19.8%). This percent is almost double compared to EU average of 11.7%. Therefore, a lot of effort was invested into funding special programs and projects aiming at increasing qualification, professional skills and education levels in youth. Between 2007 – 2015 more than 62% of the budget allocation targeting youth in general and NEETs youth in particular (Priority Axe 2 – Improve the Situation of Youth from NEETs Category), as part of the financial exercise for Romania, came from the Social European Fund, and the impact of this investment has not been assessed, yet (QURES, 2016, pp. 39).Volunteerism, though, as a means of gaining necessary skills and competences needed to find a job on the labour market, is often disregarded, although there are studies and initiatives that show there is a correlation between volunteerism, competences and increased employability chances, thus, underlining the economic capital volunteerism brings.The current article proposes to analyse the importance of volunteerism in increasing employability chances in youth in general, NEETs youth in particular, through comparative data showcase and examples from various countries, coming from practice and literature review, including Romania’s efforts in this regard.

ANALYSIS OF FACTORS AFFECTING THE PERFORMANCE OF BANKING SYSTEMS IN POST-COMMUNIST EU STATES

This study investigates the impact of specific banking factors and macroeconomic factors on banking performance indicators (ROA and ROE) in post-communist EU member states for the period 2000 – 2020. To determine the significant impact, an econometric panel data regression model was used. The study's results indicate that specific banking factors (Bank Size and Overhead Cost) have a negative impact on profitability indicators ROA and ROE, while other specific banking factors (Net Interest Margin and Non-Interest Banking Income) have a positive impact on the dependent variables. There is a positive impact of macroeconomic indicators on profitability indicators ROA and ROE, except for inflation, which has a negative impact on both ROA and ROE.

STABILITY OF THE BANKING SECTOR AND MACROECONOMIC PERFORMANCE IN THE COUNTRIES OF THE EUROPEAN UNION

The paper aims to discuss the current challenges of the banking sector in terms of risks in bank lending and to highlight the importance of effective risk management. The analysis spans a 21-year period (2000-2020) and focuses on three groups of countries, namely all European Union (EU) countries, euro area countries and non-euro area countries. Using a multiple linear regression model and the Generalized Method of Moments (GMM) we empirically investigate the impact of macroeconomic factors on the stability of the banking sector, as measured by the non-performing loan (NPL) ratio. Our contribution consists in empirically analyzing the impact of macroeconomic factors on credit risk as measured by the NPL ratio and identifying its key determinants, while also assessing the stability of the banking sector.

ENTREPRENEURIAL EDUCATION AMONG HIGH SCHOOL YOUTH

Starting from the premise that the development of entrepreneurial spirit is an educational ideal and entrepreneurial skills are key European competencies, this paper aims to assess the entrepreneurial spirit and intention among high school students, as well as the role of pre-university education institutions in shaping their attitudes and entrepreneurial intentions. To achieve the research objectives, a quantitative research method was employed, and the research instrument used was a questionnaire administered to a sample of 147 high school students. The results reveal that, to foster their entrepreneurial spirit and intention, high school students need appropriate support and guidance from schools, universities, and the community in general. By providing a conductive environment and support in developing entrepreneurial skills, optimal conditions can be created for young people to explore their potential and put their ideas into practice.

INVESTIGATING STUDENTS’ PERSPECTIVE ON E-LEARNING – A QUALITATIVE APPROACH

The online learning trend started long before the Covid 19 pandemic. As a result of two years of strict online learning, education is nowadays seen differently, letting the door opened for researchers to investigate the advantages and disadvantages of this type of learning and its impact upon professional output for university students. The purpose of this research is to investigate students’ opinion regarding the online learning process. The objectives are: (1) to identify the perceived advantages of online learning; (2) to identify the perceived disadvantages of online learning; (3) to explore the role of online learning in students’ professional life. In order to collect data, the in-depth interview qualitative method was used, based on the interview guide. The sample included 40 students with at least one year experience in online learning. Results reveal that the advantages of online learning are: flexibility, comfort, resources saving, improving professional skills, more access to information, responsibility and improving personal life while the disadvantages are social interaction issues, health problems, lower involvement, communication issues, technical problems, problems related to understanding information, online addiction and some evaluation problems.

In Romania, Law no. 31/1990 constitutes the key legislative framework for companies, which contains legal provisions regarding their establishment, organization, operation, dissolution. This law underwent multiple changes, which occurred either because of the activity of the ordinary or secondary legislator, or as a consequence of the pronouncement of some court decisions on the matter.After a general presentation of Law no. 31/1990, some decisions of the High Court of Cassation and Justice and of the Constitutional Court are commented, then, in detail, emphasizing their impact on the studied field.Through the prism of the aspects examined, we believe that the present study is of real use both to researchers in the field, to the legislator, and especially to the courts, which effectively interpret and apply the legal norms of Law no. 31/1990.

Smart Work in the Emilia-Romagna Region

The Emilia-Romagna Region has developed a structured experience of smart working even before the Covid-19 outbreak through a concrete involvement of trade unions and worker representatives. Whilst most of the Public Administrations in Italy were forced to undergo the fluctuating legislative provisions issued at the national level, the Emilia-Romagna Region, thanks to its expertise, has succeeded in reacting to the challenges posed by the pandemic and continued in its organisational transformation based on an effective social dialogue approach. The development of smart working in the Emilia-Romagna Region can be divided into four phases: pilot period, regular implementation, extraordinary smart work during the pandemic, and smart work becoming a common practice after the pandemic, driven by a formalized organizational plan. Introduced as an experimental form, smart work became a common practice, with over 400 active smart-working projects. While in the pilot period only small group of employees were involved, nowadays approximately 85-90% of the regional workforce is engaged in smart work projects.

IBM says that „Artificial Intelligence (AI) uses computers and machines to mimic the problem-solving and decision-making capabilities of humans.” This paper contains ideas from his current AI research and is based on its implementation and analysis of its ethical impact on society, especially in education, and presents several European concepts and initiatives. Today we are talking about artificial intelligence (AI) in terms of technology development focused on industry or manufacturing goods and services, but finding artificial intelligence services in education remains difficult. That’s why I suggest investigating before the benefits and limitations it has. The purpose of introducing an AI code of ethics, alongside the other European rules, is to provide guidance to stakeholders when faced with decisions related to the use of artificial intelligence.

Factors Influencing Local Governments’ Investment Decision

Local communities’ sustainable development represents a key topic on public governments’ agenda, thus raising the problem of social and economic growth determinants, which could be shaped throughout promoted public policies. In this context, public investment plays a crucial role, being considered as a main trigger of local development on medium and long term, in close connection with the quality of the associated decision-making process. Under democratic values as decentralization, local autonomy and self-government, public investment decisions are configured by local authorities while facing particular constraints or influence factors, both related to endogenous sources (e.g. administrative capacity, legal collaborative partners, competence or legal constraints) or exogenous ones (as financial market conditions, corruption, institutional arrangements, politics etc.), which are in the end affecting the quality of the adopted decisions. From this perspective, our study aims first to identify the factors potentially affecting the local governments’ investment decision, to emphasize the particular transmission channels of their influence and to reveal their potential expected impact. On this base, we also aim to suggest some alternatives to counteract the negative effects of the discussed factors, as useful inputs for (new) public policies.

The role of Public Institutions in the Romanian Healthcare System

The Romanian healthcare system is a predominantly public one, in which public institutions have the main role. The article analyses the role and organization of the main public institutions in the Romanian health system: the Ministry of Health, the Public Health District Authorities and the National Health House in terms of their roles and duties. Following the inductive and deductive analysis, it emerged that public institutions have an essential role in the Romanian health system, contributing to the provision of medical services to the insured, ensuring access to medical care, promoting public health and protecting the interests of patients and the population in general. In conclusion, the situation of the Romanian health system is a complex one: although it faces many problems such as limited resources, old infrastructure or shortage of medical personnel, it manages to provide medical services at low or free costs to all insured persons.

Out-of-Office Work – Two Case Studies in Poland

The article presents results of an in-depth qualitative case studies on out-of-office work in Poland: remote working in a large bank and an ICT-based mobile work in an electricitycompany. The former case relates to the implementation of remote working in a large universal bank that is part of a transnational financial institution in response to the restrictions arising from the COVID-19 pandemic. Previously, the use of remote working among workers not performing ICT based mobile work was very limited and managers were reluctant to allow it on a large scale even for highly skilled employees. The pandemic forced a radical change in the management model, with the eventual introduction of hybrid working (done from home on selected days of the week) in 2022, after recognising its significant benefits. These were felt by both the employed and the employing parties. However, the role of trade unions in implementation of remote work was limited. In the case of the second company, ICT-based mobile work has been introduced in 2016 and successively developed in the following years, allows electricians servicing power grid in the field to communicate and work fully remotely. In the year of the COVID-19 pandemic outbreak, this model was facilitated and extended to more electricians. Company management reported a significant increase in productivity and control over the electricity network, as well as an improvement in the quality of service provided to end customers (i.e. a reduction in power outages). Electricians highlighted greater flexibility in organising tasks and working hours, resulting in increased job satisfaction. However, the process of implementing mobile working has caused some tensions with management, in addition, some employees have found it difficult to acquire new skills and adapt to new technologies. In parallel to the development of ICT-based mobile working, a self-employment model is being introduced among electricians, which has implications for collective labour relations.

Smart Cities in Europe. A Focus on Romania

This article explores the evolution of urban settlements throughout history and highlights the crucial role they play as engines of economic, cultural and technological development. The positive link between urbanization and economic growth is outlined, but also the negative aspects related to urbanization that have a global impact. The focus is on the concept of „smart” cities that integrate digital technology into infrastructure and services, with the aim of improving the quality of life of citizens and contributing to a more sustainable future. The article focuses on the analysis of examples of „smart” cities in Europe and offers a series of suggestions for the implementation of this concept in Romania. In the end, I conclude that if Romania were to follow the example of „smart” cities in Europe and implement similar strategic plans, the country could reach a higher level of (socio-economic) development and modernization, becoming a prominent participant among „smart” cities in Europe.
