The author presents certain legal aspects referring to the regulation concerning to competence of the Prime Minister to grant annuity and pension (special annuity and pension). According to the author, some doubts relating to the subject in question stem from issuing the regulations in reference to the PM's entitlement in the legal act concerning the benefits of social character. The benefits dicussed in this dissertation are not of such charakcter, which results in various problems of applaying the special annuity/pension regulations. Persons, who due to specific reasons, do not comply with the requirements to be granted the annuity/pension of the social security may groundlessly believe that poorness they live in constitutes reason enough to acquire the right to the special annuity/pension. The author does not undermine the legitimacy of PM's competences functioning in the judiciary system and thus his right to grant special social benefits. However, he advocates that the regulations including the competence in question shuld be brought beyond the social security law. In this point of view, this will result in avoiding unauthorized conclusions such as the fact that special annuity/pension constitutes one of the benefits of social security. The author also emphasizes that fact that the legislator leaves too much space for the decisive body which predicates the right to special annuity/pension is based on objectively groundless reason.

More...This book provides an intimate portrait of soldiers returning to a key region of Soviet Russia after the Great Patriotic War. The author has mined local archives, press, diaries, and memoirs and found some true gems. He deftly uses individual stories that both encapsulate larger dynamics at play and showcase the diversity of experiences and opinions of demobilized soldiers. The book goes deep into the weeds in describing the situation in Leningrad while also hinting at more general, Russia-wide trends. (The author admits that the situation in the Caucasus or Central Asia lies outside thescope of his study and was likely very different.) While Leningrad occupied a uniqueplace, its fate lay at the crossroads of several major effects of the war on Soviet cities—it was on the frontline for years, was depleted by a combination of evacuation and mass death, and suffered major destruction of its infrastructure.

Research Question: Can we create a highly structured (but practical) abstract, which communicates the essential elements demanded by an expert scholarly reader? Motivation: A key aim of this journal is to enable “relevant information exchange and communication”. Information overload means that readers are easily lost. Right at the start, poorly designed abstracts can fail to “hook” readers. Lost readers: this is bad for authors, editors and for the journal. What’s new? While structured abstracts are not new, the “synergistic” combination of elements, combined with succinct guidance on content, is where the novelty lies. So what? Engaging readers in this way should lead to more journal activity – more readings, cites, submissions – and, ultimately, to an enhanced profile/reputation in the scholarly community. Idea: Building on Faff (2015, 2017) and Faff et al. (2017e) [“reverse engineering” and “pitch sparring”], we adapt the “Pitching Research” [PR] framework to create a structured and engaging abstract. Data: The “experimental” setting involves a sample of six high-per- forming non-research students, who signed up to an intense 4-week “research scholar” programme over Winter 2017, at the University of Queensland. Tools: The “Winter Scholars” are first taken through an “immersion treatment” on the PR framework. During this process, the students form three teams and each team is assigned an article to “spar” a reverse- engineered pitch summary-abstract. There are several iterative rounds of abstract design. Findings: The original pitch is limited to 1,000 words, an initial condensed abstract aims for 400 words and the final version is modified to 350 words. Three examples of the final structured abstract are created in Accounting, Finance and Management, providing “soft” “proof of concept”. Contribution: By creating a simple, focused and structured new abstract design adopted by this journal, we en- hance the ability of the journal to meet its primary aim of enhancing “relevant information exchange and communication”. Over time, with growing use and application in this journal, the reach of this contribution grows too. More generally, we argue that this novel abstract design increases awareness of the broader PR framework, helping readers and especially novice researchers better understand, describe and ultimately design their own scholarly research

Exhibitions were initially seen as a competition in which each participant would tend to make a profit directly from sales focusing particularly on agricultural and industrial products. Later, they became a scene that showed different lifestyles, political ideologies and structures. Their role was to promote a country's identity and also to exhibit the scientific and technical performance of different areas. They address a broad range of participants, from researchers, developers, producers to potential consumers, buyers and users. The first major exhibition organized by the Romanian state which had also a strong echo abroad, was a Jubilee exhibition in 1906, held in Bucharest. The event to commemorated 1,800 years from the arriving of the first settlers in the Romanian lands, 40 years of reign of King Carol I and the 25 years since the proclamation of the kingdom. Of the 12 sections of the exhibition, the Crown Domain ranged only from 7: agriculture, sericulture-hunting, horticulture-viticulture, zootechny, mining, quarrying and industry. That institution, also participated to the expositions from Chişinău (1925) and Bucharest (1934, 1939). The Romanian products issued from the Royal Estate had the chance to enter and be known on international markets, too. The international exhibition from Paris in 1900 has been a success for the Royal Estate of Romania, as it evidenced by the receipt of 21 medals. Starting with this year, this institution has been regularly present to all international exhibitions where Romania was invited to exhibit. We could note in this regard the exhibitions fromLemberg-Ukraine (1925),Warsaw-Poland (1929), New-York- USA (1938).

This paper explores the role of alpine skiing in Slovenian culture and society by taking into consideration how sports and ideas of nation and nationhood are intertwined. The analysis, which is based on historical evidence and ethnographic data, suggests that in Slovenia, alpine skiing, with its natural sceneries, amateurish background, sporting events, media attention and national heroes, is one of the main sports arenas in which the Slovenian nation-imagining, nationalism and national identity have been exercised throughout the twentieth century. The importance of alpine skiing for the image of the Slovenian nation was often acknowledged in the Yugoslav period and was further intensely reconfirmed after Slovenia’s secession from the socialist country.

The article tells the history of the formation and the existence of a commemorative medal to the 10th anniversary of the independence of the Republic of Poland, headed by Juzef Pilsudski. The introduction of such a jubilee medal, as well as some others: for example, a commemorative medal "For the War of 1918-1921", a medal to May 3, issued in 1925, the "Cross of Merits" in 1923, a medal “For the salvation of the dead” in 1928, the "Cross of the Courage", and many others – have been held for propaganda purposes and in order to strengthen patriotism and loyalty among the population. The idea of creating a medal for the restoration of independence was born relatively late – in the summer of 1928. Initially, it was intended to establish a "Medal of the 10th anniversary of the Polish Army" for the military. Later, on this occasion, a proposal was made to honor all of the citizens of the Republic who made a concrete contribution to the cause of the revival of the Motherland. On August 18 in 1928, the decision to create a medal was made by order of Vladislav Chushkevich, a member of the Bureau of the Office of the Ministry of Military Affairs of Poland. On September 22, 1928, a government project was presented to create a new distinction titled "The Medal of the Decade of Restored Independence". On September 27, 1928, the Presidium of the Council of Ministers approved the final text of the resolution on the publication of a new civil registration. It was a commemorative medal of the Decade of Restored Independence. It was a round-shaped medal with a diameter of 35 mm with the image of the head of Marshal Józef Pilsudski on the front side and an allegory of field worker – a popular symbol in the form of a plowman. On the reverse side: "1918-1928". The images depicted in the medals were quite symbolic. On the one hand, we have the founder of Poland's independence, Josef Pillsudsky, and on the other hand, the plowman, a symbol widely understood by everyone as an allegory of labor for the independence of the country. The medal was minted in Warsaw. Among the first recipients in the Polish Army were generals: Stanislav Vrublevsky, Stanislav Tachak, Daniel Konarzhevsky, General Ludwik Danecz and Stanislav Gall – Bishop of the Polish Army. The medal was also awarded to 400 priests who served as military chaplains or "for participation in spiritual or sanitary purposes." The "Decade of Restored Independence" medal practically ceased to be broadcast in institutions and departments reporting to the Ministry in the mid-1930s. Further awards were sporadic. It is difficult to determine the final number of people who were awarded the "Medal of the Decade of Independence". No aggregate list or list of award winners was saved. In the Small Statistical Yearbook we find only information on the award of the medal: in Warsaw – 4 600 medals, in Lviv – 4 600, in Poznan – 1300. However, the truth, the latter did not include posthumous rewards. On the basis of calculations, the number of medals awarded by the "Revived Decade of Independence" is estimated at about 40,000 people. It can also be assumed that this number could be hypothetically increased by approximately 60,000 civilian workers. The beginning of the WWII and the joint aggression of the Nazy Germany and Soviet Russia against Poland in September 1939 stopped the existence and issuance of the medal. The Polish authorities in exile did not extend these award. The medal, introduced as "sanation", and in addition to the image of Marshal Jozef Plesudski, father of Polish independence, was unacceptable to the new government of the Second Republic of Poland. This medal was also not included in the new emigration system and the system of differences of the Second World War.
