Kriterion: The Institutionalized Ethnic Identity

There is a fashionable motto: “unity in diversity”. On the level of a sheer linguistic abstraction, the “signifier” stands for the integrity of an entity, but also for its specificity, meaning at the same time cohesion and variety. Our study makes an attempt to present the institutional application of the concept of «unity» and that of the «division», promoted and performed by communist institutions, and focuses on a specific case of minority culture in Romania, showing the complex interplay between professional roles and ethnic identity, there the actors, in order to reach their objectives, adopt tricky strategies and various masks. Being a cultural study, it intends also to analyze phenomena of the cultural life of the communist period, attempting to bring together discourse analysis and institutional practice.

There have been several significant changes on Moldova’s domestic political scene in the wake of the November 2014 parliamentary elections there. Negotiations lasted nearly two months and resulted in the formation of a minority coalition composed of two groupings: the Liberal-Democratic Party (PLDM) and the Democratic Party (PDM). New coalition received unofficial support from the Communist Party (PCRM), which had previously been considered an opposition party. Contrary to their initial announcements, PDLM and PDM did not admit the Liberal Party led by Mihai Ghimpu to power. Moreover, they blocked the nomination for prime minister of the incumbent, Iurie Leancă. Leancă has been perceived by many as an honest politician and a guarantor of reforms. This situation resulted in the political model present in Moldova since 2009 being preserved. In this model the state’s institutions are subordinated to two main oligarch politicians: Vlad Filat (the leader of PLDM) and Vlad Plahotniuc (a billionaire who de facto controls PDM).

Venecijanska Komisija se na kraju ovog Mišljenja stavila na raspolaganje Evropskoj komisiji i institucijama u BiH za dalju podršku koju bi eventualno trebali. Primarni zadatak Venecijanske komisije, koja ima status savjetodavnog tijela Vijeća Evrope o ustavnim pitanjima, jeste pomoć i savjetovanje pojedinih država o tim pitanjima s ciljem poboljšanja funkcionisanja demokratskih institucija, poštivanja vladavine prava i zaštite ljudskih prava. Značaj nalaza i zaključaka iz ovog Mišljenja je već vidljiv iz preporuka koje je Evropska komisija formulisala povodom Trećeg sastanka Strukturiranog dijaloga s BiH, održanog u julu 2012. u Mostaru, koje se značajnim dijelom naslanjaju i referiraju na ovo Mišljenje. Pored toga, Evropska komisija u zaključnim razmatranjima o onome što treba uslijediti nakon tog sastanka hvali rad Venecijanske komisije koji je doveo do usvajanja ovog Mišljenja i „očekuje od svih nadležnih organa da razmotre detaljnu stručnu ocjenu pruženu o nekoliko ključnih područja diljem Mišljenja“. Preporuke u ovom prikazu predstavljenog Mišljenja o pravnoj sigurnosti i nezavisnosti pravosuđa u Bosni i Hercegovini će stoga igrati bitnu ulogu u daljem procesu reforme pravosuđa koji očekuje Bosnu i Hercegovinu.

The meeting that is the subject of this report took place on May 22, 1999, in Rome, at the height of the expulsion of the Kosovar Albanians by Serb forces and the air war conducted by the NATO alliance. The atmosphere was one of suspense, alarm, and determination. Would the Yugoslav political and military leadership ultimately surrender to NATO’s bombing, or would the consensus among NATO members unravel—some had already proposed a bombing halt— because of Yugoslav resistance and Western revulsion over casualties among Serb civilians? Would the bombing stop or accelerate the expulsions in Kosovo? Was a land war inevitable? How much more damage would a continuation of the war do to relations between NATO members and Russia? Participation of politically engaged women in political processes in Bosnia and Herzegovina has been a subject of discussion in the public sphere of Bosnia and Herzegovina for many years. This issue is most frequently addressed by civil society representatives, both men and women, relevant institutions and individual female defenders of women’s human rights. The current situation regarding representation of women in politics is not satisfactory. Yet, it is quite rarely in focus of discussions among representatives of political parties who are held responsible, informally and formally, for the lack of women’s participation in government.

The survey was conducted between March 30 and April 11, 2021 on a national sample of 1420 subjects. He measured the state of religiosity of the citizens with the help of several indicators: faith in God, frequency of prayers, church, fasting, confession, observance of holidays, reading the Bible, etc. The survey also measured attitudes toward teaching religion in schools, same-sex marriages, faith in the horoscope, trust in priests, attitudes toward abortion, the pandemic, politicians, and voting intentions.

This study is an attempt to signal a situation of constitutional conflict, manifested by the accumulation of incompatibilities of holding political and administrative mandates, in the context of the crisis after the elections of April 5, 2009. Reactions to events and legal nihilism of some high state officials have produced effects, which the Constitutional Court, together with the political class of the Republic of Moldova, must resolve, at this moment, in order not to turn the mistakes committed, rigorously analyzed in the following, into a dramatic episode, denial, or even suspension of the Constitution. // In particular, this study shows the existence of effects produced by the adoption of unconstitutional decisions, including related to the election of the President of the Parliament, and at the same time, the retention of the position of President of the Republic of Moldova by one and the same person, coming in flagrant contradiction. with the provisions of the Constitution and the law on the status of the deputy in the Parliament. In particular, the author considers it opportune to annul the decision to validate the elections for the position of President of the Republic of Moldova on 3.06.09 and the second round in accordance with the provisions of the Constitution and the Law on the procedure for electing the President of the Republic of Moldova.

The research is a descriptive analysis of the ethnic identity dynamics of Tatars in Dobruja. We tried to identify how the ethnic identity of the Tatar community of Dobruja, of Sunni Islamic faith was rediscovered and reconfigured after 1990. The research analyses the representative reorganization on ethnic basis that took place after the fall of the communist regime, emphasizing the ways of action and interaction of this organization in the community, through which ethnic and religious traditions, became important elements in the identity reconstruction of Dobruja Tatars during this period. We also followed the way the ethnic specificity articulates in the inner ethnic group, in different social contexts, in the religious life, in linguistic situations, in family relations and in economic contexts. From the methodological point of view, the research is based on the field research (interviews, participative observation) conducted in urban and rural communities of Tatars in Constanța county, where the largest Tatar communities of Dobrogea live.

During 2014-2015, the Main State Tax Inspectorate (STS) of Moldova, supported by SIDA, as well as other donors (World Bank, IMF, USAID/BRITE and EU), implemented a series of fundamental reforms. The interventions were primarily aimed at increasing the efficiency of tax administration and stimulating the voluntary fiscal compliance by easing the communication and interaction between fiscal authorities and taxpayers. This report aims to undertake an assessment of the net impact of these reforms. The analysis will be based on econometric, statistical, as well as qualitative methods, reflecting the evolution of the fiscal system in the last couple of years, with a primary focus on tax collections and interaction with the taxpayers.
