The Electoral Behaviour of the Residents of the Uniejów Commune in the 2023 Parliamentary Elections

The aim of the article is to present the electoral behaviour of the residents of the Uniejów commune in the 2023 parliamentary elections from a local perspective. It presents basic electoral behaviour (turnout, voting method and results) in each district electoral commission located in the Uniejów commune. In the elections in the area covered by the analysis, the overwhelming majority voted in person at polling stations (voting by correspondence or by proxy was used less often than in the entire territory of Poland). The voting behaviour of the commune’s inhabitants shows some spatial differences between the city and the rural area. A higher turnout and slightly lower support for right-wing parties can be observed in the city.

In the Slovak 2023 general election, foreign policy was of importance, as parties were divided along the pro-Western and pro-Russian fault line. Our paper analyses how the parties Smer-SD and SNS, major critics of the previous government and then current coalition members, framed foreign policy issues and events during the election campaign. We employ a framework analysis method to identify the main foreign policy related themes of Smer-SD and SNS and how they framed them. Our dataset consists of 145 posts published online by the parties. Our analysis reveals that the main pre-election topics were: the orientation of Slovak foreign policy, attitudes towards the West, and relations with Russia and Ukraine. The parties’ populism was manifested in the framing of their visions of Slovak foreign policy. Smer-SD and SNS shared with other European populists anti-Westernism, the call for multipolarity and a sovereign foreign policy. However, the historical context of both parties reveals that in spite of the populist framing of foreign relations, their government will probably not lead to a turnaround in Slovak foreign policy.

In the past decade, Romanian tax courts have seen a number of cases involving green taxes, due to the Environmental Fund. However, there is also a history of distorted interpretations of the national legislation by the Environmental Fund Administration. It is also the case at hand, which was decided on procedural matters. The Bucharest Court of Appeal first sanctioned the failure to give reason for the tax decisions, particularly since the case was administratively returned to the tax inspectors for further clarifications. The court also noticed that the relevant documents submitted by the taxpayer have been unlawfully rejected by the Environmental Fund Administration and that no contrary proof has been administered. It concluded that the taxpayer was able to prove that all its obligations had been fulfilled and that no supplementary contribution to the Environmental Fund was due.

The aim of the research undertaken was to analyze the institutional communication ofthe Polish Episcopal Conference during the 2023 parliamentary campaign. The analysis coveredbishops’ communications posted on the official website episkopat.pl and published in the periodfrom January 1, 2023 to October 13, 2023, as well as nationwide Catholic weekly magazines “Nie-dziela” and “Gość Niedzielny” from August 8, 2023 to October 13, 2023. Moreover, the positionof the so-called Toruń media (Radio Maryja, Telewizja Trwam) was also taken into account. Theauthor used the methods of discourse analysis, content analysis and literature review. During the2023 parliamentary campaign, Polish bishops were uninvolved political actors at the level of insti-tutional communication. The hierarchs did not support the United Right government and distancedthemselves from it politically. In turn, the nationwide Catholic media approved of the politicalactivities of the United Right candidates. The article increases the cognitive value in the area ofpolitical communication of the Polish Episcopal Conference.

Artykuł dotyczy najnowszej noweli ustawy Prawo farmaceutyczne z dnia 13 lipca 2023 r., która związana jest z ograniczeniami o charakterze antykoncentracyjnym w zakresie wydawania zezwoleń na prowadzenie apteki ogólnodostępnej. W dniu 4 października 2023 r. Prezydent RP, na podstawie art. 191 ust. 1 pkt 1 Konstytucji RP, złożył wniosek o zbadanie zgodności z Konstytucją tej noweli. We wniosku Prezydent stwierdził, że nowela wprowadza nowy zakaz koncentracji na rynku aptek (art. 99 ust. 3aa prawa farmaceutycznego), który został wprowadzony z naruszeniem zasady ochrony praw nabytych i bez odpowiedniej długości vacatio legis. W związku z wnioskiem Prezydenta przedmiotem artykułu jest analiza postanowień noweli w zakresie zmian polegających na dodaniu w art. 99 ust. 3aa i 3ab oraz w art. 103 ust. 2a–2d prawa farmaceutycznego, w celu ustalenia ich prawnego charakteru, przestrzegania zasady ochrony praw nabytych, a także ustalenia, czy przyjęty okres vacatio legis jest odpowiedni.

This paper attempts to pinpoint the importance of visual rhetoric in the city branding of Timisoara as European Capital of Culture in 2023. Visual artifacts related to Timisoara ECoC 2023 can enhance or hinder the urban branding. The image of Timisoara includes a rich cultural, industrial and civic heritage component, with a strong visual dimension. Urban spaces can develop via marketing of destination and place branding, and, in the process, visual rhetoric can prove an essential branding tool in the promotion of the spirit of Timisoara. The European Capital of Culture could have supported the city of Timisoara in rebranding as not only multicultural, open, and inclusive, but also creative, smart, and sustainable. The analysis of visual artifacts related to Timisoara ECoC 2023 reveals an insufficient, mediocre branding performance.

The aim of this study was to investigate Israeli English as a foreign language (EFL) teachers’ perceived preparedness to include learners with dyslexia in mainstream classrooms (TEPID) and to verify whether there were cross-country differences in this respect. The study examined the effect of demographic variables on Israeli EFL teachers’ TEPID and identified their professional development needs around inclusive teaching. Principal components analysis of the TEPID scale led to a two-factor structure, that is, knowledge about dyslexia and self-efficacy in implementing inclusive instructional practices with dyslexic EFL learners (F1), and stance towards inclusion (F2). Statistically significant effects were found for training, highest level of education, years and type of teaching experience with dyslexic learners, and type of certification in relation to F1, yet, only type of teaching experience with dyslexic EFL learners (direct contact and personal involvement in teaching) impacted teacher stance towards inclusion (F2). Additionally, Israeli teachers differed significantly from Polish and Cypriot teachers on both factors of the TEPID, but not from Greek teachers. Moreover, both Greek and Israeli teachers evaluated their knowledge and skills (F1) as well as stance towards inclusion (F2) higher than Polish and Cypriot teachers. Teachers stressed the need for practical information and training about how to teach students with dyslexia. Implications regarding content of teacher training are discussed.

THE EVOLUTION OF THE POPULATION'S INTEREST FOR THE TIMIȘOARA EUROPEAN CAPITAL OF CULTURE 2023 PROGRAM

Timișoara has won in 2016 the title of European Capital of Culture for 2021 (ECC), but due to pandemic reasons, the title was postponed for 2023. There were made several sociological researches, before and after decision, concerning the public interest for this program. In this paper we make a comparative analysis on the evolution of the population’s interest for this program during a decade. For this we have used the databases from the studies made in 2013, 2016, 2018, 2021 and 2023. The main conclusion is that the population’s interest has a strong connection with the public policy concerning this program. So, if at the beginning, the involving of the public administration and the population support was very high, after obtaining the title, the problems from the inside management of the program have generated a significant decrease of the public support. The slight shift in perspective occurred right before 2023, year in which the situation was partially solved due to the rising interest of both the locals and tourists towards the various cultural events. Regardless of the current tendencies, we still have to wait until the program is finished in order to make a proper evaluation, that will be included into the next sociological research of the TmECC2023 program.

The reported case concerns the matter of judicial expanses awarded to a party in circumstances where the tax authority acknowledged the request to pay certain tax interest during the procedure before the first instance court. Arad Tribunal confirmed such expanses are due since the tax authority did not solve the payment request in due time and also that the amount of such expanses was justified by the efforts of the lawyer and the value of the claims.

Today’s world, with the ongoing war in Ukraine, shows that conflicts, both armed and low-intensity, are directed not only at killing and conquering territory, but also at destabilising state functions and exacerbating social disputes. The aim is to weaken the morale of enemy populations and to lower their sense of security. Combat and everyday traumatic situations negatively affect soldiers and civilians, their attitudes or behaviour. This article attempts to present the changes in the feeling of security of Ukrainians in the years 2014 – 2023 during the war with the Russian Federation. The author presents the views of renowned experts and research on the phenomenon. He identifies the factors influencing the lowering or strengthening of the sense of security during the ongoing conflict. He emphasises that the sense of security translates into the will not only to fight and win, but also to survive and thrive.

The document reports on the activities of the Slovak Committee of Slavists (SKS) for the year 2023. The committee held its regular plenary session on February 16, 2024, where they reviewed the 2023 activities, financial report, and plans for 2024. Key achievements included the launch of the SKS website and email address, facilitating better communication and dissemination of information. The committee also published two issues of the journal Slavica Slovaca, featuring studies on Slovaks in Argentina and Canada, and celebrated the anniversaries of notable scholars. Additionally, SKS contributed to the publication of two books and organized various conferences and seminars. The financial report confirmed proper accounting practices, and discussions were held on optimizing banking operations. Plans for 2024 include organizing an international conference in Bratislava and preparing for the 17th International Congress of Slavists in Paris.

A recent decision of the Romanian High Court of Cassation and Justice allows a few comments both in the negative and the positive. On one hand, the High Court disregarded the nature of the General Anti‑Avoidance Rule (GAAR) contained in art. 11 par. (1) of the old and also the new Romanian Tax Code and ruled that this clause applied to indirect taxes such as VAT as well. The author criticizes such an approach which is considered to be contrary to the Commission’s Recommendation on Aggressive Tax Planning (2012) and contrary to the intent of the Romanian legislator. On the other hand, the High Court seems to have understood the theory of the innocent party in the field of VAT and to have applied the case‑law of the Court of Justice of the European Union accordingly/ The author comments on a recent decision issued by the Galați Court of Appeal. This court ruled there is no liability of a taxable person which initially received an invoice including VAT for a supply of goods and, four years later, received the corrected invoice with no VAT. Parties agreed to amend their initial invoice in accordance with the Fatorie case‑law, since the reverse charge mechanism was actually applicable. Since the respective VAT amount was initially paid to the state budget and remained paid for almost four years, the appeal court found there was no prejudice to the state budget and, therefore, no tax liability for the beneficiary of the supply.

We owe a lot to Professor Ion Cuceu. He was an intellectual and moral support for many of the current researchers of specialized institutes in the fields of ethnography, folklore, ethnology. Professor Cuceu's scientific career speaks for itself. He was born in Giurtelecu Hododului, Satu Mare County, on July 23, 1941, and graduated in 1962 from the "Gheorghe Șincai" Theoretical High School in Baia Mare. Graduated from the Faculty of Philology in Cluj, Romanian Language and Literature section in 1967, he immediately began to turn his attention to ethnography and folklore, attending in 1969 specialization courses at the Institute of Ethnography and Folklore of the Romanian Academy in Bucharest where he was supervised by Mihai Pop, Ovidiu Bârlea, Alexandru Amzulescu and in 1971 he specialized in ethnological research methodology and semiotics under the guidance of Mihai Pop. He began his doctoral studies in 1971 and in 1978 he obtained his Ph.D. in philological sciences at the University of Cluj with the thesis Fenomenul povestitului. O încercare de abordare sociologică și antropologică asupra narativității, a thesis written under the guidance of the well-known folklorist, Professor Dumitru Pop.

This study sought to investigate how voters in Serbia perceived political parties in the run-up to the 2023 elections and how selective exposure to party-affiliated media influenced their perceptions. To achieve this, the study analyzed the latent structure of party evaluations and investigated how partisan media exposure predicts the extracted dimensions, after controlling for sociodemographic and attitudinal predictors of party evaluations. On a convenience online sample of 1033 respondents (57% female), it was found that political parties are mentally organized into three factors: parties of civic opposition, parties of national opposition, and ruling parties. Regression analyses have shown that evaluations of the three mentioned party blocs are best predicted by different media consumption patterns. Positive evaluations of civic opposition parties are predicted by the female gender, low religiosity and authoritarianism, values of social and economic liberalism, high interest in politics, and following opposition television channels and websites. Support for national opposition parties can be predicted by male gender, living in smaller towns or rural areas, high religiosity, values of social conservatism, and to some extent watching public broadcasting services. Regime-affiliated parties are more likely to be supported by older citizens from smaller towns, who tend to be religious, authoritarian, less interested in politics, and primarily viewers of pro-regime television channels and readers of pro-regime websites.
