Youth unemployment is one of the greatest problems which countries of region and Europe are facing. There are numerous reasons for such state. Incompatibility of educational system with needs of labour market results in saturation of certain professions, while highly specialised areas remain in deficit, are only some of those reasons. Global economic crisis, as well as the absence of adequate state intervention do not contribute to resolving the identified challenges.

Prepoznato je da je veliki procenat mladih na Zapadnom Balkanu nezaposlen i da im nedostaju znanja i vještine koje su neophodne na tržištu rada. Iako postoje jasni dokazi da su efekti neformalnog obrazovanja na unaprjeđenje vještina koje podstiču zapošljivost mladih ljudi višestruko pozitivni, toj oblasti ne posvjećuje se dovoljna pažnja na regionalnom nivou. U Portfoliju vještina neophodnih za zapošljivost mladih na regionalnom nivou obuhvaćeni su rezultati analiza ključnih vještina neophodnih za prilagođavanje mladih tržištu rada kao i metoda njihovog razvoja kroz programe omladinskih organizacija i organizacija koje rade sa mladima u državama Zapadnog Balkana. Ovaj dokument zasnovan je na komparativnoj studiji koja je sprovedena u šest država Zapadnog Balkana – u Albaniji, Bosni i Hercegovini, Hrvatskoj, Makedoniji, Crnoj Gori i Srbiji. Analiza je obavljena u formi sekundarnog istraživanja i prikupljanja podataka od relevantnih izvora i posebno od osoba koje rade sa mladima.

Think Locally - Act Locally! - Results of local self-governments in application of mechanisms for prevention and fight against corruption at the local level in Montenegro - Annual Report -

Corruption is directly impeding rule of law, demolishing moral of society and shattering stability and economic progress of state. Not only it is in contrast with positive legal regulations, it represents also a deviation of fundamental social principles. Therefore, fight against corruption represents a precondition for development of democratic society. Corruption is also one of key challenges that Montenegro is facing, and consequently adequately addressing corruption must be a key task of state administration, including also units of local self-government. According to researches, of both international and national organizations, fight against corruption in Montenegro remains at unsatisfactory level and additional efforts are needed in order to achieve sustainable results in this area. Unlike at national, corruption at the local level has not been recognised for a long time as an issue that must be paid attention to. Precisely lack of efficiency and responsibility at the local level has resulted also in enormous debt of Montenegrin local self-governments, which has at the end of 2016 amounted to 143,091 million EUR, whereby system of responsibility does not exist in practice, and there are rare examples of effective processing of corruption cases at the local level by authorised organs.

University Walls - Analysis of transparency of work of higher education institutions in Montenegro

In the landscape of Montenegrin higher education institutions, which do not stand out on any dimension of contemporary education, the lack of transparency is an additional cause for concern, especially taking into account more visible trend of “raising walls” around universities. So far, there were no researches of transparency of higher education institutions in Montenegro that could offer overview of these institutions’ attitude to transparency based on indicators, as well as of the availability of information on their websites, which are the main source of such information to the public. Hence, this study has twofold objective: to offer an overview of the current state of affairs with regard to availability of information on university websites and to provide the starting point for monitoring future progress. The overall purpose is to improve the quality of education, to which transparency is essential. Higher education institutions have the public responsibility to provide educational services, and there is no reason to keep any information about their functioning secret.

PART-TIME STUDENTS IN THE MONTENEGRO EDUCATION SYSTEM

VANREDNI UČENICI U CRNOGORSKOM OBRAZOVNOM SISTEMU

Centar za građansko obrazovanje (CGO) je, na tragu inicijativa građana i građanki, istraživao podatke o broju i načinu polaganja vanrednih učenika u Crnoj Gori. Fokus je bio na utvrđivanju broja vanrednih učenika u srednjim školama u Crnoj Gori u odnosu na broj redovnih, kao i iznos prihoda koje škole ostvaruju po ovom osnovu i kako se ti prihodi raspodjeljuju. Srednje obrazovanje u Crnoj Gori pružaju gimnazije, srednje stručne škole, obrazovni centri i umjetničke škole odnosno 48 državnih ustanova, jedna privatna i jedna državno-privatna. Pri tom, stručno obrazovanje se stiče na više nivoa: nižem (2 godine), srednjem (3 ili 4 godine) i višem stručnom (V stepen), dok obrazovanje u gimnaziji traje četiri godine, a u skladu sa obrazovnim programom. Učenici mogu imati status redovnih ili vanrednih, pri čemu ovi drugi treba da budu izuzetak a prvi pravilo.
