Against the backdrop of a radical reset of the regional geopolitical context, joining the European Union (EU) is a necessity, not just a historic opportunity, for Ukraine, Moldova, and Georgia in their efforts to consolidate their own statehood. In addition, embracing the European vector would make possible a future detachment from the Russian sphere of influence, provided that the reforms initiated generate order and prosperity, and depopulation is stopped.

The need to reform ANOFM is a priority both on the Government's agenda and in the strategic planning documents. This is by no means accidental considering that statistical and sociological data definitely suggest the existence of challenges and imbalances in the intermediation of labor market demand and supply, and ANOFM is the state institution mandated to ensure the correlation of labor demand with labor supply. The given analysis evaluates and argues with evidence about the need to reform ANOFM emerging from 3 perspectives i) institutional vulnerabilities, ii) the perception of unemployed beneficiaries about the interaction and services provided by ANOFM, but also iii) how the activity of ANOFM correlates with social realities - economic from the territorial units they cover. At the same time, based on the analysis of the situation carried out, recommendations are also presented for the successful and impactful implementation of the given reform.

On December 21, 2022, in Ștefan Vodă, the Government crossed the Rubicon and approved the "Strategy regarding the administration of state property in the field of state enterprises and commercial companies with full or majority state capital for the years 2022-2030" (state property strategy). The document marks the achievement of an important commitment assumed as a candidate country for the EU and eliminates the biggest non-conformities reported in the reports of the World Bank (2017) and the IMF (2022) regarding the sector of state companies. Although the approval of the state ownership strategy is an important milestone, at least as relevant is the fulfillment of the commitments made in this document. In this context, the commentary focuses on the actions planned for the year 2023. The relevance of monitoring the implementation of these actions lies in the fact that they will testify to the sincerity of the Government and governance as a whole, with reference to the reform of the state companies sector and the administration of public property. This commentary explains how the planned actions, if carried out, can contribute to reducing the risks of corruption and maximizing the public benefit by: i) rationalizing the presence of the state in the economy; ii) strengthening the capacity of the state to administer public property; iii) and improving governance and transparency.

The increase in salaries is a necessary condition to overcome the accumulated significant arrears in the remuneration of judges, which causes the dissatisfaction of judges with the current "system" because, they say, the difficulties and risks related to exercising the function of a judge are not fully rewarded. At the same time, the lack of a causal relationship between the level of remuneration and the set of motivations of judges suggests to us the lack of a simple solution for solving inefficiencies in the justice sector. An approach focused on altering the elements likely to affect the behavior of judges and especially their responsibility towards society is absolutely necessary.

The Theory of Change for Demographic Resilience represents an analysis of the demographic context in the Republic of Moldova and sets policy priorities for transforming demographic changes into a development opportunity. This is based on 3 pillars: adaptation, mitigation and adjustment. The Theory of Change for Demographic Resilience is developed by the UN Population Fund (UN FPA), based on the partnership with the "Expert-Group" Independent Analytical Center and the Demographic Research Center, at the request of the Ministry of Labor and Social Protection.

Budget Transparency in Central Public Institutions and Authorities

The analysis of the web pages of the Central Public Authorities regarding the level of transparency of the use of public money and patrimony revealed that the vast majority do not publish information with reference to this subject. Only a few institutions are an exception to this situation, among them being: the Ministry of Finance, the Court of Accounts, the Ministry of Economy, the Ministry of Justice and the Ministry of Health. Out of 8 monitored documents, related to 2015, the most widespread document published by the authorities is the Activity Report, which for many institutions is the only published document. At the same time, there are 15 institutions out of 38 analyzed that for the monitored year did not publish any of the analyzed documents.

The Independent Analytic Center "Expert-Group" carried out this Study on the basis of the service provision contract, concluded with the United Nations Development Program, within the Project "Strengthening the capacities of the National Anti-Corruption Center to exercise the functions of prevention and analysis of corruption", implemented by UNDP Moldova, with the financial support of the Ministry of Foreign Affairs of Norway. The main purpose of the Study is the comprehensive assessment of the impact of corruption on the good governance of the Chisinau Municipality and the formulation of a set of recommendations to prevent corruption and reduce its incidence in the Capital City Hall.
