This paper aims to make a SWOT analysis of the legal framework on the organization and functioning of security matters and to assess the way in which the current national security institutions ensure the sustainability of the domain. By emphasizing the unacceptably large delay in adopting the package of laws on national security, it highlights the role of newly established institutions: Inter-Ministerial Strategic Group, Government Operations Command Centre, National Management Centre for Public Order Actions,National Cyber Security Centre etc. The paper suggests some possible new types of approaches - in the context of evolving paradigms of security (the position of the new White House Administration on the concept of global security, the latest political developments in Moldova, the attitude of the Russian Federation towards NATO and, punctually, towards Romania etc.)

The author briefly presents a series of recent aspects in the current geopolitical context on some strong points as well as internal vulnerabilities and external threats of the military communication and informatics systems and networks developed in the Romanian Armed Forces since 1997. The article exposes the evolutions in conditions of austerity and even hostility of the main operational and technical sequels of the Romanian Armed Forces Signal System - STAR (RTP/RMNC), as well the influences of new technologies in the C4I systems on the planning and conduct of operations (battle).Furthermore it presents some strong points of the achieved systems and principles taken into account in the modernization and transformation effort (regarding the NATO criteria and requirements), as well as their internal vulnerabilities and external threats identified after a thorough analysis. This paper explores the stages of organization and equipping that occurred in the communications of the Romanian army and the creation of the first specialized sub-units, preparation and participation in the War of Independence (1877-1878) with further developments until the First World War.The study and analysis of the most significant stages of development of the signals troops in the Romanian Armed Forces, both in terms of organizing, equipping and principles of assuring the appropriate communications for various military actions conducted prior, during and after World War I, allowed drawing conclusions and important lessons learned in terms of military art.

In this paper we approached from a researcher’s angle and analyzed the concepts of cyber-space, cyber-power from the security school perspective, from that of the international organizations, and from the civil society point of view. Therefore we referred to the documents and the international initiatives concerning the security of data transfer in the context of the current threats against cybernetic security on the one hand, and its interpretation as a threat to the values, rights and democratic freedoms of the civil society,on the other. The risk society is defined both through the grid of political sociology, of the Copenhagen school, as a key element of reference in this case, as well as through the necessity to build a safe cyber space, here being scrutinized in a value-based antithesis between terror and democracy / freedom of speech. Data security and control and also the internet-based data transfer are approached in this article from the angle of the European documents, but also from the perspective of the civil society, emphasising the regulatory efforts made by authorities and the civil campaigns. In turn, cybernetic attacks are studied from the angle of the NATO strategic concept and also from the perspective to be found in the UN and EU documents. As for the cyber-power concept, this finds its „implementation”inside the sphere of the geopolitical world, being quite relevant in the security vulnerabilities of the software constructs, of the international and local networks. Also,cyber power is associated with cyber-espionage, cyber-war, cyber-criminality and cyberspace.
