The medical counter-measures against the biological or bio-terrorist attacks are complex and necessitate specialized forces and means in large amounts and in real time (opportunely).Through medical intelligence, decision makers have to know the real situation and asses the short, medium, and long term evolution, in order to estimate correctly the necessary volume of forces and means for medical counter-measures.The timely application of logistic principles and CIMIC cooperation is the only one which may lead to an adequate and efficient logistic support, necessary for giving medical support (applying medical counter-measures) in order to prevent illnesses and to cure the personnel of an operational force subjected to an attack (biological attack), as well as the civilian population in the area of the attack.

The author briefly tries to bring to the attention of those interested the complex issue developed globally on cyber risks, threats and vulnerabilities reaching to the "cyber warfare" with direct involvement of some state actors. Some means and vectors of attack are presented, as well as countermeasures to protect the individual users, companies, governmental and military structures. In the end, the article presents the situation in Romania with respect to some measures already taken and others that will be probably taken in the future, particularly in the legislative and administrative sector regarding cyber protection.

GOOD GOVERNANCE AND COUNTRY’S DEFENCE (1990 2015)

In this context, according to the author, there are also some serious issues concerning the country’s preparation to defend itself militarily which should be considered. CIVIL-DEMOCRATIC CONTROL OVER THE MILITARY

The directions of research of the present paper followed the three pillars of epistemological research: conceptual assertions, the need for the civil-democratic control over the military institution and the historically demonstrated ways of exercising civil-democratic control over the army. Conceptual coordinates and characteristics of civilian control over the army are based on values such as legitimacy and democratic necessity, constitutional fundament, a factor of boosting the credibility of the military institution, a vector of development of the cooperation and cohesion between army and society, a process of increasing the performance of the military institution. This control has to be performed due to historical, social, political and democratic reasons. The types of civilian control are highlighted through historical, social and political perspectives. The analytical conclusions show the importance of democratic civilian control over the army.

DRONES VERSUS SECURITY OR DRONES FOR SECURITY?

Drones represent the most controversial subject when it comes to the dimension of national security. This technological development has implications politically as well as when it comes to practices pertaining to the field of national defense. Quite expectedly, the simple matter of putting a camera on an aircraft changed the way we perceive information gathering and actions during warfare, giving greater room for maneuver to persons using them. On the other hand, technology has allowed for the creation of remotely controlled devices. By combining these two characteristics, drones were created. They started representing a new instrument in warfare, humanitarian actions and even policy making. It is the purpose of this paper to briefly discuss the conceptual and practical implications of drone technology for national security, policy making and information gathering, with comments also in the field of intelligence which brings together all aspects in its practice.

VULNERABILITIES, TERRORIST AND BIOTERRORIST THREATS AND RISKS

The contemporary society has been, is and will probably be dominated "urbi et orbi" (everywhere and for everybody) by conflicts expressed through violence, social confrontations, permissiveness, authority collapse, collapse of moralnorms. Paradoxically, although it is spoken and written much about terrorism and terrorist, there is still no complete and accepted definition of these terms, and the legal classification is approximate. The analysis of threats is an extremely important decisional asset when setting up plans of direct protection or objective security strategies or institutions suitable to become targets of violent actions, but today's intelligence community has not yet established a clear set of procedures and principles that constitute the expert main frame for a comprehensive analysis of threats and vulnerabilities. The analysis of risks, vulnerabilities and threats materializing probabilities is done in stages. Estimating integrated threat takes into account: availability, vulnerabillity, necessity, recovery, effects on target and the attacker risk. Threats, vulnerabilities and risks of ADMCBRM in situations of peace, crisis or war are many and one must be prepared including for medical countermeasures, in order to combat terrorism and counter-terrorism.

MEDICAL PROTECTION FOR THE EXPEDITIONARY FORCE IN THE EVENT OF USING BIOLOGICAL AGENTS

The ADM/CBRN military or terrorist attack is most likely to be enforced on the Force deployed in the theaters of operations (TO), as peace making troops, peace keeping troops, etc. For the medical protection of the expeditionary forces deployed in external theaters of operations (T.O.), when using biological agents, we conducted a documentary study on the prophylaxis and specific treatment for the medical force protection, when using biological agents, by updating and improving the medical protection countermeasures against BWA, by anti-infective prophylaxis (antibacterial and antiviral) pre-exposure, post-exposure and anti-infective etiology and support of the vital functions treatment. The aim is to develop a set of national military-medical procedures for the medical protection agaisnt biological agents, in conformity with the policy of the Romanian Army, NATO and the recommendations of the Ministry of Public Health (MSP), the European Union (UE), the World Health Organization (OMS) etc.
