Politički procesi u Hrvatskoj neposredno nakon Drugoga svjetskog rata

Political and cultural changes in Croatia immediately after the conclusion of the Second World War in 1945 and the early years of communist rule created a new historical reality which transformed the basis of the legal system. The concept of ≪rights≫ and ≪justice≫ in this system did not primarily rest on ≪normative≫ categories, rather on ≪political≫ ones. At the same time, the concept of socialist legality≫ enabled the courts to ≪creatively≫ change laws. Along with this, the very concept of criminal activities was based on ≪material, rather than ≪normative≫ concepts which demanded a precise description of the act in law that led to many infractions in judicial practice at the expense of the rights of the accused. From 1945 to 1950, the first period of the communist Yugoslavian state, although the legal system was not defecient in laws, during this 5 year span the National Assembly of the Federated People’s Republics of Yugoslavia (FNRJ) enacted more than 200 basic laws. A new criminal code was introduced in 1951 which in the domain of criminal law was codified on a relatively modern expert basis. Nevertheless, it is important to point out that courts were not tied to legal norms, that is ≪to the letter of the law≫, but to the ≪notion and spirit of socialist law≫. When dealing with the concept of ≪socialist legality≫ we necessarily encounter the political trials which were carried out of leaders of the defeated Independent State of Croatia, Church dignitaries and ideological opponents of communism who belonged to the bourgeois political parties. Historical documentation supports the conclusion that these trials enabled the communist government to carry out a specific type of ideological violence. In political trials the judiciary was put in a situation where it negated formal legalities, and because of this the Yugoslav concept of punishing ≪war crimes≫ at the time received international criticism. Thus a large number of extradition demands of Yugoslavian citizens were disputed because the regime was suspected of using charges of war crimes to settle political scores.

Patmos in the eighteenth century: fiscal threats and exemption promises

Elena Grozdanova devoted a large part of her scholarly attention to the Ottoman poll-tax, its administration and the source-value of the cizye records for the study of historical demography of the Balkan territories under Ottoman rule, a subject comprehensively explored and summarized in her monumental study entitled Balgarska narodnost prez XVII vek. Demografsko izsledvane, published in Sofia in 1989. A copy of her work, with Elena's handwritten dedication dated 21 july 1989 in possession of the author, is a sad reminder of a lost reminder of a lost friend and a colleague whose fascination with Ottoman fiscal registers the present author shares. Yet while her book investigates, in a broad sweep and (in her own words) with a "complex approach", the situation during the seventeenth century up to about 1690 when a new system of levying the cizye was devised and progressively introduced, the present contribution merely intends to throw some light, at the micro-level of one small Aegean island, on a few but significant developments in this island fiscal regime during the eighteenth century.

Организация и финансиране на османската куриерска служба през XVII и XVIII век

The paper studies the appearance and development of the menzil organization on the main roads of the Empire in Rumelia. The author explores the financing of the currier service. Its development in 17th and 18th century is presented as a complex process which depends on the decisions of the central authorities, but is strongly affected by the interests of the provincial elite and no less by the practices of the ulkas. The constant efforts of the state to bring order to the financing of the menzils can be seen in some fermans from 17th and 18th century. They, as well as the inamat defters, show that the system was difficult to reform due to the difference in the interests of the central authorities and those of the locals ayans in 18th century. Thhe menzils were a solid source of enrichment. They sucked in money from the state and the horses were used mostly for personal needs. This situation continued till 19th century when Mustafa Reshid Pasha established the postahane on the model of the European postal services.

In this paper a hypothesis has been discussed that during a certain period of time at the beginning of 19th century at the tekke of Salaheddin baba (which turbe has been built by the famous Osman Pazvantoglu in the town of Vidin in 1801), there was a book collection or a library. This case study has been examined in the context of several topics: 1) the history of the town of "Islam serhad" Vidin; 2) Osman Pazvantoglu and his family; 3) Osman's activity in the field of Islamic charity and his building works; 4) the cult of Muslim Martyrs, precisely of "late" sehids, and the image of sehid Salaheddin/Salatin baba, killed in the battle when the Austrians besieged the Vidin castle in 1689; the tekke is mentioned in documents as a tekke, baba hanegah, zaviye, dergah and financially was supported in the 19th century by the vakf of Osman Pazvantoglu; according to the Muslim' folklore from Vidin his turbe became a worship place and Salaheddin was honoured as a healer; 5) the library of Osman Pazvantoglu; 6) Data found in the Catalogue of the Osman Pazvantoglu's Library from 1837 and in a manuscript from the same library, support the hypothesis of the existence of a book collection or a library in the tekke of Salaheddin baba, the books of the tekke have been moved to the public library of Pazvantoglu probably before 1837. The collection consisted of 30 manuscripts, 11 of which were described in the section "Sufizm, moral and sermon" of the Catalogue from 1837.

Representatives of the Turkish population in the town of Samokov develop a rich literary activity during the Ottoman period. Seven authors and 47 copyists create a very rich production, especially in 18th century. Ahmed el-Keshfi es-Samakova (d. 1747) is among the most prominent names from the end of 17th - first half of 18th century. He is a prolific writer, copyist, commentator of esoteric works and creator of a rich waqf library in Samokov. His production as a copyist counts 101 volumes, part of which feature collections containing two or more works. The earliest copy - Sharh Manar al-anwar li'n-Nasafi, which is a work in the field of Islamic law, has been completed in 1685. The analysis of the production of the authors and the copyists from Samokov gives us a reason to define this town as a center of literary activity of the local Muslim population.

This article to challenge the notion of an entirely harmonious Christian-Orthodox parish that dominates the historiography of the Ottoman Balkans. The interrelations between Orthodox priests and their flocks are analyzed here in the light of the so-called Chronicle of Serres (ca. 1642), composed by Papa Synadinos, a Greek Orthodox priest and a member of the local Christian elite. It is claimed that two distinct images of the parish, quite opposite to each other, emerge from the text of the Chronicle. The first one is the image of the "ideal" parish, free of any conflicts between the priest and his parishioners. In the Chronicle it was exemplified with the parish of Papa Siderus, Synadinos' father, who has been portrayed as e perfect priest and a role-model for his time. This image, however, proves to be no more than a literary construct. Much more interesting is the second image representing the "real" parish led by Synadinos himself. It was depicted as a place where frictions between the "enlightened" priest and his flock were a common occurrence. The present study attempts to delineate the economic as well as the cultural (in the broadest sense of the word) cause which stood behind the constantly evolving tensions between laity and priests. It is argued that disagreements deepened even more due to options available to both sides to compete against each other by petitioning either to the Ottoman or the Church authorities.

Throughout the 15th-18th centuries the Jews, the Christians and the Muslims of the Ottoman Empire paid significant attention to the orphans' and poor children's relief. However, none of the Sultan's subjects set up an orphanage. The children in need were raised as fosterlings. Many extramartial infants were abandoned. If the abandoned children survived until 4 years of age, they entered the gangs. From 1839 onward the Ottoman officials considered the socialization of the orphans, pauper children and delinquents as an essential state affair. As early as 1860s they endeavored to set up industrial or reform schools. The paper of the author focuses on the very idea to establish such schools and casta light on their network in the Ottoman Empire. It summarizes the hypotheses for their origin; the available information about some West European models of social assistance for the children in need; the Ottoman initiative to train orphans, pauper children and delinquents; the role of Midhat Pasha; the origin of the term "islahhane"; the mutual rhetoric and rules of the Belgian and Ottoman reform schools. It advances the suggestion that the islahhanes or the industrial schools embodied the Ottoman attempt effecitvely to manage the periodically increasing number of the children in need. Perhaps the initiative combined the "domestic" model of the Catholic boarding schools, this one of the reform schools run by the Belgian government and the religious imperative for the orphans' and pauper children's socialization. While serving as a provincial governor, in 1863-1866 Midhat Pasha sought to carry out the actual state attempt. From 1867-1868 onward the project was developed by other provincial governors, as well.

Information on the 19th century history of pharmacy in Bulgaria is too scarce. Present publication includes documents for the development of pharmacy in Bulgaria from the documentary heritage of the Hungarian chemist Gyorgy Szilagyi, kept in the Bulgarian Historical Archive at the St. St. Cyril and Methodius National Library. Gyorgy Szilagyi's pharmacy existed for a period of eighty years, during which rich archival material accumulated. It is unique as a historical source for the development of pharmacy in Bulgaria, because it highlights the many-sided aspects of a foregn pharmacist's professional activities. Part of Gt. Szilagyi's archival fond are letters from his friends, acquaintances and colleagues that contain information on the fate of Hungarian and foreign pharmacists; they also reveal interesting facts about the relationship between Gy. Szilagui and his colleagues (local doctors and pharmacists) and clients as well. Another part of the fond is the documentation to the half-century-old activity of his pharmacy.

"Скорозрейно" и "нетрайно" ли е българското развитие?

This paper analyses the critically well-known thesis of Prof. Peter Moutafchiev about the raises and falls in Bulgaria's development. We know that, counting the studies of the Russian scholar Alexander Hilferding, Prof. Moutafchiev came to the conclusion that Bulgaria's development was erratic and did not have periods of "peace" - everything featured rapid progress and equally rapid decline and crises. The Bulgarian scholar cited Serbia as an example of slower for more regular progrss. The author attempts to question the general validity of this opinion. First of all, it was dedicated by the historical period in which Prof. Moutafchiev lived and worked. Then Bulgarian history itself was transmitted under the influence of the notion that it consisted of a series of successes and failures. Serbia could hardly be a comparison factor as the main sources about its development are the vitas of its rulers written by their sons and close relatives. Third, there are hardly societies and countries on a European or world scale that have not been subject to the "historical sine" of which Moutafchiev speaks. The author of the article appeals for abandoning the romantic approach in reconstructing the Bulgarian past, which demands rapid events with a fatal outcome. Instead, he offers a narration based on Fernand Braudel's idea of continuity and longue duree.

"Свешената книга" в романовата структура на "Хайка за вълци" от Ивайло Петров - релации и трансформации

Ivailo Petrov's novel 'Wolf Hunt' is a dramatic saga with a story covering a long and contradictory period of Bulgarian history, from the first years after World War II to 1965. The fates of Ivan Shibilev, Mona Zhendo, Kalcho, Nikolin, Stoyan Kralev and their sons and daoughters intertwine and grow apart in passions and conflicts. This book is the story of people who are born during a totalitarian regime or die, frequently because of what they love. The hunt is the symbol of their thirst for revenge, the Old Testament 'an eye for an eye', with the outcome/redemption being presented as a pain of the soul caused by the loss of human happiness. The study discusses the presence of biblical motifs and images and the manner in which the author of the novel works with them. The moral categories through which each individual considers his/her life are skilfully woven in the book by the careful use of biblical symbols and messages. The characters in 'Wolf Hunt' fully experience the passions and sufferings of the Old Testament characters, thereby redeeming the original human sin.

The Black Sea’s Strategic Importance of the and NATO’s Role in Countering the Kremlin’s Military Domination

The Black Sea region has become one of the key geopolitical spaces for the competition between Russia and the West on which the very future of Europe ultimately depends. The Kremlin wants to keep the Black Sea in its sphere of influence through a strategy of regional destabilisation based on a special military operation against Ukraine, the illegal annexation of new territories, historically considered to belong to Russia, and the strengthening of the military presence in these territories or the direct military threat to the states in the region in order to limit as much as possible the possibilities of their accession to the Euro-Atlantic structures. On the other hand, the West is trying to respond to Russia’s expansion with an advanced defence strategy in which the Black Sea occupies a central place. Thus, the Black Sea region, which has traditionally been treated as a less important area, acquires new strategic features becoming a much more militarised, unstable and contested region, a region that is in dire need of a new regional status quo in order to stabilise. Considering this state of facts, this article has as its main objective the geopolitical analysis of the Black Sea region, given that Russia has become the main destabilising factor in the region, as well as the identification of solutions to achieve regional stability based on the increasingly consistent involvement of the North Atlantic Alliance.

PUBLIC COMMUNICATION DURING UKRAINE’S INVASION AND ITS EFFECT ON PUBLICS

Our paper examines the manner in which public opinion is affected by public communication in a very specific situation. The conflict in Ukraine has been on everyone’s mind for the last three months not only due to its unreasonableness but also due to the Ukrainians mastery of communicating to the public, be it national or international. As the conflict has grown stronger in its intensity so has the public communication on the Ukrainian side which took any given chance to address the international political scene through President Volodymyr Zelenski’s speeches in front of numerous Parliaments. While scrutinising the Ukrainian manner of communicating information and asking for humanitarian, financial and military aid, we will also inspect the manner in which the Russian side communicates. We will look into the effect that these addresses have had on the public opinion. The theoretical background of the paper includes the views on public opinion of GabrielTarde, Pierre Zémor’s definition of public communication as well as Jürgen Habermas’ communicative theory. These theories will assist us in our research to demonstrate which side communicates the better and which has the ability to use cultural references that support their message. Our paper studies an ongoing military conflict,i.e. the data that we have included so far could be interpreted differently later.

NATO – RUSSIA CRISIS OF 2022. TAKING LESSONS FROM THE PREVIOUS CRISIS

In this article, we are placing an analysis of the current crisis that erupted at the Russian-Ukrainian border. The main purpose is to identify possible hidden causes that could influence evolution. For this purpose, we have developed a comparative analysis of the current situation, taking attention to the similarities with the Cuban Missile Crisis of 1962. Next, using the hypothetical-deductive analysis, we will highlight what could be the major objectives of the big actors involved and what could be the big dilemmas they are facing in decision-making. At the end of the paper, we will submit the conclusions by following the analyzes that we have proposed. The motivation for choosing this topic is to understand the future of the crisis and to focus on the crisis in the interests of the EU and NATO in general, and especially in Romania. The novelty of the research lies in comparing the evolution of the actual state of the situation on the Russian-Ukrainian border, with the one of1962, when the tensions between NATO and the former Warsaw Treaty Organization reached their peak, as well as from the analysis based on the fundamental differences between the democratic regimes and the totalitarian ones, focused on identifying the objectives of great importance that each of the parties wants to achieve.

RUSSIA'S APPROACH TO CYBERSPACE

In recent years there have been important changes in the approach to conflict, leading to a paradigm shift in the future warfare. Cyberspace has become a serious challenge for all states. Being easy to connect and cheap to operate, it has become a preferred battle space for many actors. It is used to disrupt networks, destroy and steal data, block or slow down critical infrastructure or spread false information. The development and innovation of military technologies and the professionalization of soldiers are not enough to fight in information warfare. Revising and improving old doctrines, and strategies is a clear form of supporting new techniques, tactics, and procedures of the Russian fight in cyberspace. The improvement of conventional tactics of warfare in conjunction with the introduction of new unconventional tactics of warfare has predictably led to the strengthening of internal, regional, and global security and resilience. The new vision of Russian warfare is that kinetic actions are supported by non-kinetic ones. As a result, Russia's cyber activity has recently intensified amid the invasion of Ukraine, putting the whole world on alert. Malicious activity in cyberspace is creating large-scale disruption in all areas. In this context, the activation of Article 5 for attacking a Member State in cyberspace is becoming increasingly discussed.

SITUATIONAL AWARENESS IN THE MILITARY ACTIONS MANAGEMENT FOR INTEGRATED SIMULATION SYSTEMS

Preparing for a hypothetical crisis situation is perhaps one of the biggest challenges for decision makers, regardless of the societal field. The situation of military conflict on the territory of Ukraine with loss of life and considerable material damage requires a rethinking of awareness of the situation in the management of military actions. Adopting proactive behaviour is the solution to identifying those possible solutions to various crisis situations. Integrated simulation systems applied in the management of military actions are the bridge for the development of solutions in a combined context of several societal areas, such as the protection of critical infrastructure. Integrated simulation systems make it possible to obtain partial results in the simulation of crisis situations, which determines the dynamic correction of military actions to achieve the objectives. The integration of the actions of the actors involved in a crisis situation, such as the one in Ukraine, allows us to obtain solutions for solving problems based on the formulated scenarios. Thus, based on a single scenario, it is possible to develop appropriate intervention reasoning for each aggression factor. The results of the repeated simulations are compared and a perspective can be obtained on the behaviour of each actor involved in the crisis situation according to the situational changes. At the end of the simulations, databases are obtained that can be used in the subsequent real situations.
