Rusko v české zahraniční politice

Kontextem pro vývoj česko-ruských vztahů v průběhu roku 2012 bylo několik událostí týkajících se vnitřního dění v R usku a ruské zahraniční politiky, stejně jako dění na české politické scéně, včetně připravovaných prvních přímých prezidentských voleb. Vývoj těchto vztahů ať již v politické či ekonomické rovině však neovlivnily nijak dramaticky. V roce 2012 se po březnových prezidentských volbách v Rusku do čela státu po čtyřech letech opět vrátil Vladimir Putin, tentokrát na šestileté volební období (v důsledku změn ruské ústavy, které parlament schválil v roce 2008). Volební výsledek byl ale očekávaný a očekávané bylo také směřování ruské zahraniční politiky po jeho nástupu. Ještě před volbami, tehdejší premiér zveřejnil v ruském tisku postupně několik textů, které tvořily části jeho předvolebního programu, a vodítkem mohl být i program, s nímž šla strana Jednotné Rusko do prezidentských voleb s Putinem jako kandidátem.

Státy východní dimenze Evropské politiky sousedství v české zahraniční politice

Zásadní vliv na utváření a současnou podobu české zahraniční politiky vůči šestici států východní Evropy a jižního Kavkazu měly události v letech 2009–2011. Arménie, Ázerbájdžán, Bělorusko, Gruzie, Moldavsko a Ukrajina se v roce 2009 zapojily do projektu Východního partnerství (VP ) v rámci Evropské politiky sousedství Evropské unie (EPS ). Česká republika, pod jejímž předsednictvím bylo Východní partnerství zahájeno, jej následně přijala jako jednu z priorit své zahraniční politiky. Koncepce zahraniční politiky České republiky z roku 2011 vnímá bilaterální a multilaterální vztahy se zeměmi východní Evropy především v kontextu posilování integrace těchto zemí s E vropskou unií. V souladu s vývojem Společné zahraniční a bezpečnostní politiky EU (SZ BP), resp. redefinicí EPS , položila Koncepce důraz na podmíněnost rozvoje vztahů se zeměmi EPS .

Francie v české zahraniční politice

Z dlouhodobého hlediska můžeme francouzsko-české vztahy označit za vztahy partnerské. Jak ukázal vývoj v posledních letech, Česká republika již nevystupuje jako příjemce pomoci, v roli, kterou reálně hrála v prvním desetiletí po sametové revoluci nebo jak byla ze strany Francie vnímána. Tento posun, který je patrný zejména po výkonu po sobě jdoucích předsednictví Rady EU a který byl zpečetěn podpisem Strategického partnerství v roce 2010, lze pozorovat ve všech rovinách spolupráce. Díky němu jsme schopni vysledovat témata bilaterálních vztahů, jež česko-francouzské vztahy ovlivňují takovým způsobem, jak se tomu stává u standardních bilaterálních relací.

Státy Východního partnerství v české zahraniční politice

Politika vůči zemím Vychodního partnerství (VP) v roce 2016 pokračovala v dlouhodobych trendech, nastolenych v předchozích letech. Česká aktivita ve státech VP byla relativně vysoká na úrovni zastupitelskych úřadů, i když existovaly odlišnosti zdůvodněné především režimy panujícími v cílovych zemích. Ve všech státech se tak na bilaterální úrovni rozvíjela hlavně diplomacie ekonomická, zatímco agenda budování institucí či rozvoje lidskych práv v nejširším slova smyslu se odehrávala primárně jako součást Společné zahraniční a bezpečnostní politiky. Bilaterální projekty se pak zaměřovaly především na Gruzii, Moldavsko a Ukrajinu.

Francie v české zahraniční politice

Rok 2016 se ve Francii odehrál ve znamení příprav volebního roku 2017, který Francii přinese nového prezidenta, budou se konat volby do dolní i horní sněmovny parlamentu. V tomto kontextu nebyla francouzská strana příliš aktivní v rovině vymezování nových témat a rovin spolupráce, byla více zaměstnána vývojem na domácí politické scéně. Na české straně také nevznikly významnější iniciativy, a to zejména z důvodu nejistoty ohledně francouzských volebních výsledků, dalšího směřování francouzské zahraniční politiky a její role v Evropské unii. Rok 2016 tak byl rokem stabilní kvality česko-francouzských vztahů, jež byla nicméně podpořena nadstandardní stykovou aktivitou na obou stranách odrážející francouzské vnímání České republiky jako důvěryhodného středoevropského partnera, který má jisté privilegované postavení v rámci V4 v důsledku znepokojujícího politického vývoje v Polsku a v Maďarsku. Z tematického hlediska lze také zdůraznit obrannou a bezpečnostní spolupráci, jež se v současné době stává hlavním tématem česko-francouzské relace a do jisté míry tak nahrazuje důraz, který byl po dlouhá léta kladen na spolupráci v oblasti energetiky.

Spolková republika Německo v české zahraniční politice

Pro českou politickou scénu představoval vztah vůči SRN v roce 2009 vůbec nejdůležitější bilaterální relaci: Bez těsné a systematické spolupráce a německé pod¬pory by ČR těžko relativně úspěšně obstála ve své jedinečné roli předsednického státu EU. Vztahy s německým partnerem měly ovšem zásadní význam také pro vývoj české ekonomiky a rozvoje příhraničních regionů. Depolitizovaná spolupráce se SRN v prakticky orientované „sousedské“ agendě byla dlouhodobě předmětem vni¬tropolitického konsenzu.

Rusko v české zahraniční politice

Reflexe česko-ruských vztahů v zahraniční politice ČR i v mediálním diskurzu byla v první polovině roku 2009 ovlivněna českým předsednictvím v Radě EU, kdy ČR nereprezentovala pouze sebe jako suverénní stát, ale diplomaticky vystupovala též jako reprezentant společné zahraniční a bezpečnostní politiky EU. Mimo dimenzi českého předsednictví EU byly bilaterální česko-ruské vztahy v roce 2009 bohaté i na další události. V prvních měsících roku 2009 ještě rezonovalo téma protiraketové obrany a postoje Ruska k loňskému podpisu smlouvy SOFA. Nejzávažnější událost bilaterálních politických a diplomatických vztahů v druhé polovině roku 2009 ovšem představovalo vzájemné vyhoštění diplomatických zástupců, k němuž došlo v srpnu 2009.

Blízký východ, Středomoří a Afghánistán v české zahraniční politice

Česká zahraniční politika ve vztahu k Blízkému východu a Středomoří byla nucena v roce českého předsednictví mnohem více přihlížet k potřebám společné zahraniční a bezpečnostní politiky EU i k zájmům zvláště jihoevropských členských států. Reaktivní, spíše pasivní přístup minulých let byl nahrazen aktivnějším zájmem o region a hledáním konsenzuálního, celoevropského postoje ke klíčovým otázkám. To se poměrně dařilo s výjimkou rozporů kolem hodnocení a řešení krize v Gaze. Optika vládou vnímaných bezpečnostních rizik, spojených přímo či nepřímo s regionem, vycházela z Vojenské strategie ČR schválené v roce 2008, ale způsob, jak reagovat na potenciální hrozby, doznal změny, což bylo dáno několika faktory. S nástupem Obamovy administrativy došlo ke sblížení americko-evropských postojů a k ústupu USA od silové diplomacie.

Státy Visegrádské skupiny a Rakousko v české zahraniční politice

Česká středoevropská zahraniční politika vstupovala do roku 2009 s uspořádanými vztahy se všemi partnery a s nadstandardní komunikací s partnery visegrádskými. Blížící se unijní předsednictví ještě více aktivizovalo středoevropskou bilaterální i visegrádskou diplomacii. S několika výjimkami „uspořádanost vztahů“ ovšem také znamená mizivou náplň bilaterální agendy a zaměření středoevropské politiky na multilaterální témata, zejm. NATO a EU. Česká středoevropská politika si z let minulých přinesla deﬁ cit v podobě dlouhodobě chybějícího politického strategického zadání či politické diskuse, která by mohla vést k identiﬁkaci strategičtějšího pohledu na středoevropskou politiku, přesahující čistě resortní a exekutivní pohled (přičemž i resortní pohled MZV je roztříštěný a snoubí v sobě často protichůdné názory jednotlivých tematicky či geograﬁcky orientovaných odborů). Ve středoevropské oblasti nebyla v průběhu roku vypracována žádná obecnější strategie. Chybějící politický zájem je ovšem širším jevem, souvisejícím s obecným nezájmem o zahraniční politiku. Politický nezájem byl na exekutivní rovině částečně vyvažován intenzivním zapojením nejvyšších exekutivních činitelů do středoevropské diplomacie.

German Energy Policy – New Challenges in Times of War

The European citizen expect from the German economy to become a proof of concept for the real energy transformation process, migrating from fossil power generation and nuclear power plants to a carbon neutral energy industry. By the utilization of the vision for the Green Deal in Europe – ending nuclear, coal and gas energy use simultaneously is an ambitious approach. It is nevertheless the obligation of the decision makers to preserve our planet and solve the imminent threat posed by climate change. Germany’s new government imperatively has to find answers on how to secure supply, limit the economic impact of this transition and diversify our energy sources throughout Europe. Tendencies – especially among the currently governing party, the Greens – to reject certain options out of pure ideology must be overcome in order to find the best solutions. The following overview is focused on the critical processes in the German economic model related to the post-COVID and Ukraine crisis and the response needed to remain on course towards the green transition.

Aquatic Food Consumption in Southeastern Europe: Trade and Sustainability Dimensions

Consumption of aquatic food has increased worldwide in recent decades. Although most countries in Southeastern Europe have a much lower per capita demand for fish and fishery products compared with global and European levels, they are following the general trends. Domestic production is insufficient to meet existing demand, and the region is integrated into the global seafood market. The paper outlines the links between human consumption of aquatic organisms in the region and the global seafood trade. The supply of internationally sourced products has environmental impacts beyond the countries studied, raising questions about the sustainability of the sector and its environmental footprint. The study also examines the gap between domestic supply and demand for seafood and its impact on the region’s trade and environmental position.

Cooperative Banks, What Ecological Legitimacy?

Since the adoption of the Paris Agreement in 2015, European banks have invested 1.331 billion US $ in fossil fuels (Banking on Climate Chaos, 2023). The level of profit serves as a key incentive for banks to continue their involvement with fossil fuels. However, some banks have stopped these practices and committed to no longer supporting the expansion of this sector. This article aims to explore the role of banks, particularly cooperative banks, in combating climate change. Our objective is to examine to what extent cooperative banks are better positioned to tackle the challenges posed by climate change. The legitimacy of these banks is demonstrated through their capacity to adapt in a constantly evolving environment, and their foundational characteristics actively contribute to climate action.
