Asymmetry in inter-state relations occurs when one of the partners enjoys more freedom of action, resulting from a unique confluence of power factors, thus obtaining a dominant position. Still, in the process, the superior power incurs costs and risks ineffectiveness, thus having to precisely calculate its modus operandi, while the weaker state has at its disposal means to mitigate the consequences of existing power discrepancies. Asymmetry defines Polish-US relations, manifesting itself with full strength in the field of security and defense, given the discrepancies in the two countries’ potentials, different roles played in international relations and the position of the USA as the guarantor of Poland’s security. This article touches upon the effects and the dynamics of this situation, perceived as a process that is the result of certain adjustments rather than coercion. Included in it is the ability of influencing the politics of the stronger partner as well as the overvaluation of its results by the weaker side, along with the neglect of the weaker player’s interests by the dominating side. Managing this kind of relations demands maturity and loyalty on both sides. Also, necessary is the institutionalization of de-conflicting the priorities of cooperation, using international law tools and consultation mechanisms offered by multilateral forums as well as negotiating mutual relations protecting from their dissolution. Not without importance are also societal sentiments, as well as respect towards all symbolism that underlines mutual relations. Key for Polish-American cooperation, in the field of security, is an understanding of the USA’s global perspective, in which Europe is only one of its dimensions.

American foreign policy towards Egypt during almost three decades of Mubarak’s career as first vice-president, and later president of Egypt. The material underlines the impact of Mubarak’s personality, career and political style on the overall shape of American cooperation with Egypt. Egypt is described as an inherent element of the American foreign policy-making processes. Its most notable role is that of a mediator and facilitator in the Arab-Israeli conflict– in fact, Mubarak at times ventured his country’s position in the Middle East and North Africa (MENA) region to conduct and support peace talks, much to the US approval. In return, Egypt could count on considerable financial aid to maintain its already commendable military might,and develop civic structures.Mubarak’s power was always associated with his status as metaphorical ‘eyes and ears’ of Egyptian army – a position that brought the Egyptian president considerably appreciation on the American part. Mubarak is shown as a leader whose rein relied on cold calculation, pre-planning, unwillingness to improvise and act quickly, and ‘controlled’ risk taking.

The aim of this article is to analyse changes in foreign trade in the so-called new member states (EU-10) and the role these states play in global value chains (GVCs) as a result of liberalisation and integration with the EU. The hypothesis of this article is: the position in GVCs of analyzed states has improved signifcantly since the EU accession. The study focuses on trade linkages among countries before and after the accession. The article focuses on the country-level and sectoral-level value-added analysis. To ensure consistency and comparability of results,the data sources were databases kept by international organisations, mainly OECD-WTO Trade in Value Added and World Input-Output Database.

A tragic history of the mass murder of Polish officers and deputies in the Katyn forest has a vivid impact on current relations between Poland and Russia. The matter of text is to compare the opinions on Katyn jubilee and historian’s publications just before and after the dramatic accident of Polish presidential airplane. The event was deeply symbolic for many Poles and also Russians because of it’s close location to the cemetery of 1940 victims and because of the death of the top officials of Poland. It brought also some new value to mutual relations, based on compassion and will of help. The aim of the text is to find out if such change may have a long-lasting character and how actually Russian policy towards Poland can be redefined after a great shock of April the 10th 2010.

This essay examines Russian public diplomacy in the framework of foreign policy and institutional mechanisms. The transformation of global politics, which unveiled public diplomacy initially analyzed and considered as a starting point. Thus, public diplomacy elucidated with respect to the Russian perception and the methods of its practices. In this context, it is argued that Russia performs public diplomacy with the image and nation-branding management for the most part. The reason of Russian public diplomacy conduct is essentially based upon to solve the image problem. Furthermore, the expansion of the U.S., EU and NATO into the former Soviet geography identified as the driving force for the implementation of public diplomacy. Subsequently, Russian public diplomacy scrutinized on the basis of the Russkiy Mir Foundation, the Rossotrudnichestvo Agency, the Gorchakov Fund and the instruments of new media since 2005. It follows that Russian public diplomacy implemented with the new media channels for the preparation of information wars. In addition, Russia conducted cultural diplomacy with the Russkiy Mir, diaspora diplomacy with the Rossotrudnichestvo, and specifically public diplomacy with the Gorchakov, which assess the practice and methods of these institutions. Consequently, it is highlighted that Russia’s public diplomacy is constructed and performed top-down, state-centric model and with realist approach. For these reasons, and along with that realist, militarist, aggressive, neo-imperial Russian foreign policy, and the restriction of media freedom, growing authoritarianism factors paralyzed public diplomacy initiatives and projects as well as these facts reproduced and fed the Russian negative image after all.
