The aggression against the Republic of Bosnia and Herzegovina and occupation of a large part of its territory from 1992 to 1995 is a part of the Serbian irredentist project and continuation of the conquering/ expansionist and genocidal politics towards Bosnia and especially against Bosniaks as an important factor of the Bosnia and Herzegovina‟s sovereignty. The most massive and the most heinous crimes, as well as the destruction of religious and cultural monuments were committed in the name of fulfilling the determined set up plans. Carrying out of those procedures and processes resulted in significant disturbances causing the revision of population‟s socio-demographic structure. The negationism as the final stage of the genocidal process is further destabilizing the internal socio-political relations and complicates democratic processes undertaken to strengthen the country‟s capacity, its sovereignty and territorial integrity.

This dangerous phenomena affects some of Asian countries, especially Afghanistan, to a very significant extent. Combating terrorism is hardly possible without an efficient legal system. The article tries to signalize the most important security problems connected to terrorism and present some Polish experience in introducing anti-terrorist legislation.

In this paper, I discuss several findings of my study of migrant women, temporarily suspended in the “intersection” of diametrically opposed processes: those posed by border enforcement measures and those posed by transnational mobility. A pressing issue that emerged from this research was how close women come to encountering death as they side-step the border wall to cross without authorization into the US. Their testimonies shed light on how the intersection of contradictory processes contributes to a humanitarian crisis on the US-Mexico border in which the likelihood of death is increasingly present.

Large migrations, most of them directed towards north-western and developed Europe, Europe with developed economies, democratic societies, large freedoms of individuals and communities, extremely negative demographic trends, open borders and much more, have shown and confirmed that the demographic problem of whole of Europe, and some parts in particular, is becoming more and more a strategic question of developmental and security existence. This was known before as all the indicators and processes have implied to an objectively existing problem of foreseeable European future, but nobody could believe nor assume such a tremendous speed and the size of the people moving towards Europe, which was conditioned by numerous facts, some of which are directing the people as a form of pressure and contemporary control of space, strategic corridors and points. The population is just a problem or the instrument of achieving goals in such conceptions. Although for now, they are all just indications, enormous economic, military, financial, political, demographic and any other polarization between worlds, civilizations, religions, ways of life, continents, regions, Rimland, Heartland, have confirmed the tremendous problem of levelling the spatial development in the future, which was always solved through war in the past. Different potentials of space (complex spatial factors) and population reproduction in systems which have never had their demographic problems solved by another country, nor will that ever happen without serious conflict, have inevitably pointed to the necessity of spatial redistribution of values and the need to control the space. Everything is just quicker now. The closure of its ethnic and interest spaces are becoming an inevitability of the contemporary world, especially of Europe, and every country will do it despite the level of development and traditions of democracy. Europe, and Croatia in particular, will have to return to the rational phase of population planning in the post-transitional phase for the sake of survival, economy and society development, workforce and total functioning of all system in the community or the country. Classic stimulating population reproduction policy will remain the only way out for Europe no matter how ruined the society is or how materialistic philosophy influences life if it wants to comprehend in time the enormous force of emigration as a form of destabilization of European societies and space.

Analysis of legal regulations and practice of action of National Security Counsil are a subject of the article in Poland. Presenting definitional and connected matters is beginning deliberations from constitutionalization of this state agency. Next a make-up of the National Security Counsil, an operating mode and her entitlements were discussed. In the next section functioning of similar organs was portrayed in other states: the USA, Great Britain, Czechs and Russia and of the UN Security Council. in the end a sense of granting this body the constitutional rank in Poland was undermined.

Pursuant to Article 10 of the Constitution of the Republic of Poland, executive power is vested in the President of the Republic of Poland and the Council of Ministers. Implemented in Poland, the dualism of the executive branch creates a problem with the division of duties and competence between the cabinet and the head of state. This paper analyses the division of powers within the executive branch in the areas of state security and foreign policy. The analysis of the constitutional provisions and the political practice indicates that the model of cooperation between the President and the cabinet as adopted in the Constitution of 1997 is ineffective and leads to political conflicts. In view of the Polish political conditions, it is advisable to amend the Constitution in order to move away from the mixed model towards either the presidential model or the parlia mentary-cabinet model of the executive branch of government.

Traditional strategic models focused on resource management seem to be insufficient in the face of the contemporary tasks facing decision-makers. In a dynamic and rapidly changing world, a strategy must focus first and foremost on the future. If we think about strategy as a form of “theory of victory,” the key question shoud deal with the optimal and functional future order, its shape, components and relations between them. The ubiquitousness of risk perception in modern societies creates a need for the new approach to a strategy and openness to “new thinking,” adding flexiblity to the existing conditions. In the face of the imperative of anticipation and—consequently—prevention and preemption, “defensive strategies” become “offensive,” so modern states in their policies are faced with the need to adopt offensive attitudes (anticipatory, preemptive, preventive). In view of the need to move away from schematism, it seems crucial to make good use of existing and create new “strategists” capable of creative thinking.

The time for pioneering strategies for food security in developing countries has passed! Plenty of developing countries are experimenting, with a respectable account, acceptable measures of reform, that need to be implemented in the field of food security. For Sub-Saharian Africa, food security is still a symptom that needs to be treated, without the know-how that makes it treatable. Within the transformation of the quality of this symptom, the United Nations Organization has been able to import some syllables. However, the means and the rhetoric utilized must be able to include, within an unlimited research, the overall phenomenology of food security, within all its externalizations.

The Rhine-Danube connection, situated on the European 7th fluvial corridor, has a significant strategic importance due to the fact it links 16 states and 9 large rivers. The Danube-Main-Rhine axis simplifies the connection between Western Europe and the southern Danube states, The North Sea and the Black Sea, through the eastern Mediterranean and the Suez Channel. In the context of different functions of modern tourism, those political ones are quite often neglected in scientific considerations and research in general. The authors of this paper, therefore, try to explain them by emphasizing their manifold importance. Political dimensions of tourism are linked to the globalization process as well as to problems of social and economic stability, particularly frequent armed conflicts and other forms of unrest. The prevailing political environments influence to a large extent today’s peaceful mass migrations, both in generating and host countries. The arguments of some authors dealing with the relationship of tourism and peace, together with their critical observations, are also discussed. Tourism has furthermore been included in the European security and cooperation system and has an important role in the creation of a common cultural identity on the Continent. Croatian tourism also fulfils a political task in terms of strengthening patriotism and in the building of a positive image of the country abroad. The paper, therefore, gives detailed information about bilateral tourist cooperation and membership in international organizations in that field, stressing the peaceful character of tourism in a new democratic state.

The paper presents the research methodology applied with the purpose to identify the determinants of Romania’s security strategy in interaction with the global supra-structures (like NATO, UN, EU, OSCE, WTO, IAEA, EDA, etc.) and to provide a web-based interactive tool able to generate a new security strategy, fully integrated and adapted to the current regional and world security environment. In this regards, it also renders - in the form of a case study - part of the findings obtained in the content analysis of the security strategies of five Central and Eastern Europe countries (Czech Republic, Hungary, Poland, Romania, and Slovakia), focusing on the role of NATO, as it appears within the analysed security strategies.
