Because humankind is confronted with the need to manage increasingly complex systems, it would seem appropriate for us to learn to deal with controversial issues by explicitly including different perspectives, Nicolaas D.van Egmond argues in his Foreword to the book Perspectives on Global Change. The model based exploration such as this one, he believes, can actually provide a platform for placing many apparently unrelated events in a larger and more meaningful context. Science can, in this way, contribute to policy-making by adding valueoriented aspects to the ‘knowledge rational’ analysis of how to reconcile ends and means. Such a contribution seems rather urgent in view of the transition which humankind is currently going through.

The initiative ‘Civic Organizations: a Guarantee for Equal Rights of Vulnerable Groups before the State’ encompasses four vulnerable groups: persons deprived of their liberty, victims of human trafficking and domestic violence, as well as persons in need of international protection and other vulnerable foreigners. Although very different, those communities encounter similar problems in their relations with institutions: insufficient human and financial resourcing, work practices not always meeting the needs of vulnerable groups. Thus, oftentimes those persons rely on civil society for improving their status, including through assistance before the respective competent authorities. Throughout its different stages, the initiative outlined the profile of the vulnerable groups, their relations with institutions and NGOs and promising foreign experience and practices applicable in the Bulgarian environment. A Concept for More Effective Civic Participation in the Assistance to Vulnerable Groups was developed, proposing further practical steps. The four memoranda (Co-operation between institutions and NGOs in improving the status of domestic violence victims; Co-operation between institutions and NGOs in improving the status of victims of human trafficking; Co-operation between institutions and NGOs in improving the status of persons deprived of their liberty; Co-operation between institutions and NGOs in improving the status of persons seeking international protection and other vulnerable foreigners) contain specific recommendations to institutions, working with the vulnerable groups, based on the Concept and the opinions of various state authorities and civil society representatives.

National Study on Domestic and Gender-Based Violence (DGBV) and Elaboration of a Victims Support Model (VSM): Legal, Institutional and Policy Analysis

Although throughout the last decade the Bulgarian authorities have adopted a number of acts and subsidiary legislation, as well as improved the existing ones, related to domestic and gender-based violence (DGBV), the country still has a long way to go to bring its legislation and practices in full compliance with EU and Council of Europe standards. The present analysis will attempt to show that Bulgaria has a fairly comprehensive legal framework for counteracting violence, affecting disproportionately women and girls. It includes, inter alia, the Law on Protection against Domestic Violence and the Regulation for its implementation, stipulating a civil law procedure for protecting those harmed; relevant provisions in the Criminal Code, criminalising bodily injury and other forms of violence against the person, plus a provision on punishing non-compliance with a domestic violence protection order; a body of legislation for protection and (financial) assistance of victims of crime, including a dedicated law, relevant provisions in the Criminal Procedure Code. In addition, a number of policy documents guide the work of institutions in co-ordinating their efforts to combat violence and protect groups of persons harmed, especially those with multiple vulnerabilities, such as Roma women and girls.

Česko se ani v těchto letech, kdy se na místo ve školce stojí fronty, není schopné v prorodinné politice inspirovat u svého nejbližšího souseda, v Německu. Zde se vláda kancléřky Angely Merkel zavázala, že do roku 2013 bude mít každé dítě po dovršení prvního roku právo na místo ve školce. A tento slib je už viditelný i v realitě - v obcích se staví školky, nabírá se personál. U nás je zodpovědnost za péči o děti zcela ponechána v rukou matek, které nemají ani zákonnou možnost pomoci si samy. Místo otevřeného prostoru jsou válcovány hygienickými nařízeními nutnými pro zřízení zařízení péče o děti, firemní školy je nutné hledat lupou a něco v Německu tak běžného jako institut Tagesmutter, denních matek, je stále v nedohlednu.

THE POSITION OF THE ROMANIES IN A LOCAL COMMUNITY

The Romanies in Kragujevac have a destiny similar to those in other cities of Serbia: as a group, they are at the most extreme margin. Living isolated from the social trends, in an almost parallel world, they do not have any social power. The society doesn’t show interest in them and their problems, while only some individuals have an understanding of civil and collective rights. Many Romanies are not able to realize the basic civil and collective rights because they are not aware of them. More often than not, the institutions in charge, which should protect their rights, tend to reject them, rather than provide them with necessary help. The position of Romanies has got additionally worse with the wide-spread pauperization of society. A substantial number of Romanies who had been working in “Zastava” were fired. They are now either registered with the Bureau of Employment, or selling goods at the flea market. Some categories of the Romany population are in an extremely difficult position: refugees from Kosovo, deportees from the Western countries, and child beggars without parental guidance or care.

The Local Welfare System – Childcare for Pre-school Children

In this chapter, we take a look at the development of parental leave and childcare policies in Czechoslovakia under communist rule, present the changes after 1989 in these areas as well as the current situation, with a special focus on Brno. Additionally to the policy context, the chapter presents information on the coverage of childcare services in Brno and discusses their quality, affordability, accessibility and financing. For this purpose, we draw on available statistics and literature, on key policy documents as well as on our interviews with Brno city administration representatives, relevant to the topic. Hence, this chapter aims to provide an overview of the current situation of childcare policies and services in Brno, together with their evaluation from the point of view of their potential support for women’s participation on the labour market as well as to introduce the context for the decision making of women with pre-school children living in Brno, which will be analysed in Chapter 5.

RISK FACTORS FOR SOCIAL SERVICES MANAGEMENT IN BULGARIAN REGIONS

The article´s goal is to show some main problems in front of the social care system in Bulgaria, using empirical survey among social services management personal. On that basis, are outlined some risk factors for the quality of management of Bulgarian social services. This conclusion is compared with content analysis of the sector strategies for the Bulgarian districts and current legislation in the sector. The paper shows which management problems do not find solutions in the regional strategies and defines them as a risk for social service system sustainability.

Going mainstream – feminist influence on comparative welfare state research

This chapter aims at reviewing some of the most important developments in feminist research on the welfare state. The first section outlines the core of the debate between the feminists and mainstream literature, often centred on the critique of Esping-Andersen’s Three Worlds of Welfare Capitalism, the second one presents some alternative typologies developed for gender-centred comparative analyses of welfare states. Thirdly, I will review this scholarship in the light of the developments in Central and Eastern Europe. The fourth section briefly touches upon thechallenges for current feminist debates, especially with regard to the politics of the welfare state, strategic dilemmas and varieties of feminist standpoints.

Eritrean Unaccompanied Refugee Minors in The Netherlands: Well-being and Health

In 2015, 379,766 Eritreans worldwide sought asylum in another country or were on the road (2015, UNHCR). In the last few years there has been a growing number of unaccompanied refugee minors (URMs) from Eritrea. Of the 33,380 Eritreans that applied for asylum in Europe in 2016 (IND, 2017), 2870 applied for asylum in the Netherlands, of whom 773 Eritrean URMs (CBS, 2016).

Polish pension system: 1989–2012

The reform of the pension system took place during the second wave of reforms in Poland after the thorough transformation of the political and economic system. Poland belongs to the Central and Eastern European group of countries, which (following Hungary) introduced the paradigmatic pension reform which is funded by an obligatory system. Over 20 years after the political transformation and 12 years after the paradigmatic reform of the 1999, a question arose about the main problems and challenges as well as political answers reflected in the (re)designing of the pension system in Poland. This is the main purpose of this article. The text is structured as follows: first, the ten year path towards the paradigmatic 1999 reform will be outlined. This is the starting point for a brief description of key parameters of the old and the new pension system. Since reasons for the pension reform of 1999 and the new Polish pension scheme have been analyzed by many authors, the focus will be on the current regulations and especially changes after the 1999 reform, which are the subject of description in section three. Finally, the main directions of evolution of the pension system in Poland after the paradigmatic reform will be identified.

This report performs a brief overview and analysis of the state policy of Bulgaria in the field of health and the place, role and contribution of the funds of the European Union (EU) in its implementation. For this purpose is prepared synthesized overview of the main problems in this area, short- and long-term measures that institutions take to overcome or minimize the negative manifestation having a direct and immediate impact on the social and health status of the population. In addition are displayed the main areas in health care being financed with EU funds. The report outlines the role of the European Regional Development Fund (ERDF) in Bulgaria in the healthcare sphere as part of the Structural Funds and the Cohesion Fund in the 2007-2013 programming period, as well as the European Structural and Investment Funds 2014-2020 as focus on both operational programs, namely "Regional Development" and "Regions in growth" in the respective programming periods financed by the ERDF.

Djeca spadaju u najranjivije kategorije stanovništva, budući da zbog svojih psihofizičkih osobina nisu u prilici zadovoljavati potrebe samostalno. To ih u popunosti čini ovisnima o drugim odraslim osobama. Prirodno je da prve odrasle osobe koje brinu o njihovim potrebama budu roditelji, međutim, oni nekada nisu u mogućnosti, zbog određenih objektivnih ili subjektivnih razloga, preuzeti odgovornost i brigu o djeci. Zbog toga ne postoji društvo koje je oslobođeno od preuzimanja odgovornosti za djecu, kada su roditelji spriječeni da to čine. U narednom tekstu će biti riječi o zakonodavnom okviru i institucionalnim kapacitetima i drugim alternativim oblicima brige za djecu u Kantonu Sarajevo, te profesionalnoj ulozi i procedurama.

SOCIJALNI RAD S OSOBAMA OVISNIM O PSIHOAKTIVNIM SUPSTANCAMA - ISKUSTVO IZ JU TERAPIJSKA ZAJEDNICA KAMPUS KANTONA SARAJEVO

Oblast zloupotrebe psihoaktivnih supstanci u Bosni i Hercegovini je regulisana na nivou države, entiteta i Distrikta Brčko. Na nivou Bosne i Hercegovine postoji Zakon o sprečavanju i suzbijanju zloupotrebe opojnih droga BiH28, te Krivični zakon BiH29. Značajan dokument za regulisanje ove oblasti je i Lista opojnih droga, psihotropnih tvari i biljaka iz kojih se može dobiti opojna droga i prekursora. Ova Lista je posljednji put ažurirana 2008. godine. Krajem 2020. godine Evropski centar za praćenje droga i ovisnosti o drogama (EMCDDA) pratio je sveukupno 830 novih psihoaktivnih supstanci, od čega 46 prvi put prijavljenih u Evropi te godine. Vidljivo je smanjenje u odnosu na period do 2015. godine kada se pojavljivalo blizu 100 novih psihoaktivnih supstanci na godišnjem nivou. Radi poređenja, u Hrvatskoj je Popis droga, psihotropnih tvari i biljaka iz kojih se može dobiti droga te tvari koje se mogu upotrijebiti za izradu droga ažuriran 2019. godine. Iz navedenog se može zaključiti da zakonodavstvo ne prati nove trendove zloupotrebe psihoaktivnih supstanci i ne raspolaže adekvatnim mehanizmima za njihovo sankcionisanje

MENTALNO ZDRAVLJE MLADIH

Mentalno zdravlje mlade osobe je neodvojivo od fizičkog zdravlja. Mentalno zdravlje ne znači odsustvo mentalne bolesti, već puno više od toga. U ovom radu želimo naglasiti da je mentalno zdravlje, prema mišljenju velikog broja naučnika, rezultat dobrih međuljudskih odnosa koji postaju kvalitetniji mijenjajući uvjerenja kojima se pojedinac vodi i koristeći podržavajuća ponašanja prema drugim ljudima. U ovom radu cilj je prikazati poveznicu između poteškoća u mentalnom zdravlju mladih, kvalitetnih međuljudskih odnosa, te njihovom reflektovanju na poboljšanja mentalnog zdravlja. Također, u radu želimo naglasiti važnost preventivnih aktivnosti kao i ponašanja kojim mladi ljudi mogu čuvati i očuvati svoje mentalno zdravlje.

Isusovačka služba za izbjeglice (Jesuit Refugee Service – JRS) međunarodna je katolička nevladina organizacija čija je glavna misija pratiti, služiti i zagovarati prava izbjeglica i drugih prisilno raseljenih osoba. UTJECAJ RODITELJSKOG ALKOHOLIZMA NA OBITELJSKU DINAMIKU – POGLED IZ KUTA SAVJETOVALIŠNE PRAKSE

Postoje brojne definicije alkoholizma, a za potrebe ovog teksta poslužit će definicija Svjetske zdravstvene organizacije koja alkoholizam opisuje kao ''kronično kontinuirano pijenje ili periodično konzumiranje alkohola, koje karakterizira poremećena kontrola pijenja, učestale epizode intoksikacije, te preokupiranost alkoholom i uporabom alkohola, usprkos štetnim posljedicama'' (WHO, 2015.). Budući da osobe ovisne o alkoholu doživljavaju niz socijalnih, psiholoških i/ili pravnih problema zbog akutnog opijanja i/ili redovite prekomjerne zlouporabe i/ ili ovisnosti o alkoholu, alkoholizam se danas promatra kao medicinsko-socijalni problem (Hudolin, 1981.) koji za cilj osim liječenja, ima i prevenciju nastanka alkoholizma. Ova je bolest prisutna kod 5,1 % populacije u Hrvatskoj, a samo 19,5 % populacije apstinira (dok je ta brojka 32,4 % u Italiji i Sloveniji) (WHO, 2021.b).

AN OVERVIEW ON THE TREATMENT OF UKRAINIAN REFUGEES AND THE ROMANIAN EXAMPLE OF GOOD PRACTICES

Since the aggression of Russian Federation in Ukraine, Europe experiences an influx of refugees coming from the neighbouring State. The response of private persons, non-governmental organizations, civil society and the Romanian government were prompt and oriented towards giving effect to the idea of international protection that vulnerable persons such as those applying for the status of refugee should benefit from. In order to put in place an effective framework of protection, the Government of Romania not only permitted access into the Romanian territory, but also adopted special legislation on temporary protection, in accordance with the measures undertaken by the European Union. The aim of this paper, on the one side, is to analyse the specific rules of International Law applicable to refugees, implications for the States and on the other, to emphasise the reasons for which the response coming from the Romanian authorities and society is an example of good practices.
