Letos poteka dvajset let od ljudske vstaje narodov Jugoslavije proti fašistični Nemčiji, Italiji in njunim satelitom. V odločilni in težki vojni, ki je trajala štiri leta, so narodi Jugoslavije dosegli svobodo in neodvisnost ter si zagotovili pogoje za graditev socializma. V zvezi s to pomembno obletnico priobčujemo nekaj dokumentov Centralnega komiteja Komunistične partije Jugoslavije in Centralnega komiteja Komunistične partije Slovenije iz leta 1941 in sicer iz obdobja po zlomu stare monarhistične Jugoslavije. Izbrali smo najprej razglase, ki so v obliki letakov delovnemu ljudstvu razlagali dogodke in kazali izhod iz nastalega in dramatično menjajočega se položaja; pridružili smo jim tudi razglas Osvobodilne fronte slovenskega naroda. Nadalje smo izbrali nekatera poročila o dejavnosti Partije in SKOJ, iz katerih vidimo vodilno vlogo Partije, njene napore in težane, žrtve in uspehe prelomnega leta 1941, ko se je Partija na čelu ljudskih množic bojevala za uresničitev idej demokracije. Ti razglasi in ta poročila v –Sloveniji oziroma v slovenščini doslej niso bila objavljena. Ti dokumenti, poleg onih, ki so bili doslej natisnjeni v zbornikih in drugem tisku, pričajo, kako je leta 1941 nastala, rasla in se razvijala borba jugoslovanskih narodov, med njimi boj slovenskega naroda, zoper fašistični »novi red« v Evropi. Своеобразное соединение освободитеьной борьбы против немецких, итальянских' и других оккупантов с борьбой против отжившего капиталистического порядка и за создание новой власти трудящихся наложило отпечаток на народную революцию в Югославии, составной частью которой являлось и освободительное движение в Словении. По этой причине революционная борьба широчайших масс изобиловала таким богатством форм и методов, что мы вправе говорить о значительном вкладе народов Югославии во главе с их рабочим классом в сокровищницу- опыта международного рабочего движения. Это богатство форм революционного развития возросло еще в силу существования различных национальностей й различия в экономическом и культурном уровне отдельных .областей старой Югославии. Хотя мы постоянно указываем на новые, и разнообразные формы и пути нашей революции, подчас допускаем схематический подход к отдельным событиям и вопросам. Бывает, что некоторые общие черты развития революции в масштабе всей земли объявляем единственными' и обязательными для каждой области, каждой отдельной нации.

Zagorje, Trbovlje et Hrastnik, importantes agglomérations du bassin minier, étaient dès avant la guerre un des plus considérables foyers révolutionnaires; le Parti communiste de Slovénie y avait acquis une grande force parmi les masses ouvrières. Le Parti communiste de-Slovénie, initiateur et organisateur de la résistance antifasciste, trouva dans le bassin minier assez de forces conscientes pour pré-valoir sur l’esprit capdtulard et démoralisateur. Ainsi, un mois à peine après la oréation du Front de Libération slovène, se formait en mai 1941 dans la région de Trbovlje, Hrastnik et Zagorje un Comité de district de ce même Front, dont les membres étaient, outre les communistes membres du Comité de district du PC de Slovénie qu’encore les sociaux-chrétiens, les Sokols nationalistes, les représentants de l’aile gauche' des sociaux-démocrates et de quelques autres groupes politiques de moindre importance. Sergej Kraigher, instructeur du parti communiste et organisateur du mouvement de. libération nationale dans le bassin minier, opéra la liaison entre ces divers groupes constituant le Comité de district du Front de Libération.

L’article étudie le développement du mouvement antifasciste des jeunes de Trieste de 1937 à 1945. Les premiers chapitres décrivent la naissance du front antifasciste des Jeunes parmi les Slovènes sous la- direction des membres du Parti Communiste avec Pino Tomazic en tête. On ralliait à ce front des groupes citadins d'orientation nationaliste et on les mettait en rapport avec l'a jeunesse paysanne et ouvrière. Ce mouvement fut. brusquement interrompu en 1940 par l’arrestation en masse des communistes, nationalistes et intellectuels Slovènes. La première période du mouvement de la Jeunesse se clôt sur le rappel du deuxième procès d.e Trieste en décembre 1941, où cinq des membres les plus actifs de l’organisation de résistance furent condamnés à mort et exécutés.

Après la capitulation de la Yougoslavie en 1941, le secteur Zalog—Rakek sur la voie ferrée Vienne—Trieste appartenait au territoire occupé par les unités du XI Corps d’Armpe italien. C’était là une artère de toute première importance pour l’occupant. C’est pourquoi les partisans qui, en 1942, se trouvaient en nombre dans la région du Krim, attaquaient sans cesse cette voie, rendant souvent tout trafic impossible pendant plusieurs heures ou même plusieurs jours. Les principaux coups de main furent: l’attaque d’un train près de Rakek le 4 octobre 1941 par la compagnie de Borovnica; l’attaque du pont de Preserje le 5 décembre 1941; le 2 février 1942, l’attaque de la station de Verd par le bataillon Sercer; toute une série de coups de main en mai, juin et juillet 1942 pendant l’offensive partisane; le plus important et le plus audacieux fut l'attaque d’un train emmenant à destination de Bologne 300 internés qui furent ainsi libérés, le 28 juin 1942, Les attaque contre la voie ferrée marquèrent un temps d’arrêt lorsque, après la grande offensive italienne de 1942. les partisans dont les formations étaient maintenant des brigades, quittèrent ce secteur; mais elles reprirent bientôt de plus belle. Avant la capitulation de l’Italie, la XIV division partisane vint dans la région de la voie ferrée, et, au cours d'une offensive qui dura d’août à la mi-octobre 1943, elle opéra de nombreux coups de main; c’est ainsi que le 24 août elle attaqua et anéantit un transport allemand et détruisit une partie du viaduc de Stampé, point stratégique important et sensible sur ce tronçon de voie.

For the first time, the editor publishes the whole essay »A brief outline of the Liberation Front development and actual situation in Slovenia« which was written for the information of Moscou in the Autumn of 1944 by Boris Kidrič (Peter Kalan), secretary to the Executive Committee of the Slovene People's Liberation Front and member of the CC of Communist Party of Yugoslavia. That essay shows as clearly as exactly the development of Liberation Front; at .the call and under the leadership of CP, that mass antifascist organization succeded in gathering over twenty different political, cultural and other groups and organizations; because of its program comprising nine main points, it became a wide basis for the union of all true patriots in the Liberation struggle, and the only authorized representative of the Slovenes. That essay contains above all a most precious analysis of social classes in Slovenia. At the time of the occupation of Slovenia which nazi Germany and fascist Italy divided between themselves, the leading and decisive part played by the working class, with the CP at its head, became obvious. The first partisans came from the workers' class, and the communists suffered the heaviest losses. The author explains as well how wider and wider masses of people joined the antifascist basis of Liberation Front: peasantry, middle classes, intellectuals. Even a part of the Slovene bourgeoisie supported Liberation Front. Every political party or group had to take up its position towards the program of Liberation Front, that was being carried on by the rebellious Slovene People.

The author briefly draws an outline of the development of the CP of Slovenia and the Slovene People's Liberation Front in the Slovene Littoral, as, til now, that period has not been sufficiently studied, though it had a very great importance for the general people's uprising en 1943. During the first year and a half of the second year of the war, the Liberation struggle in the Slovene Littoral consisted in establishing links between the leaders of Liberation movement in Ljubljana, or rather its activists and the antifascists of the Littoral; it equally comprised the efforts undertaken by CP and Liberation Front first activists to win the people of the Littoral to the Liberation Front and the union of the different focuses of Liberation movement into a whole movement under the leadership of the Provincial Committee of CP of Slovenia; between the first Provincial Party Conference and the collapse of Italy, it also meant turning into a firm net of Liberation Front organizations the sympathy shown to the movement by the people of the Littoral. Leta 1956 smo imeli na Slovenskem 16 muzejev oziroma muzejskih oddelkov narodnoosvobodilnega boja, do leta 1959 pa se je njih število dvignilo na 23. V teh letih so krajevne organizacije Zveze borcev s pomočjo ljudskih. odborov v nekaterih krajih vsaj do neke mere rešile vprašanje prostorov za muzeje, vendar je to vprašanje še vedno kritično, posebno v Kranju in Slovenjem Gradcu. Stalne razstave muzejev so po večini zelo skromno opremljene, zato bi morali krajevni organi posvetiti več skrbi in pozornosti tudi gmotnim vprašanjem muzejev. V primerjavi z ostalimi oddelki v splošnih muzejih tudi glede osebja pogoji za oddelke NOB niso Najugodnejši, saj imamo še vedno precej oddelkov, ki skrbi zanje ravnatelj sam, medtem ko imajo ostale zbirke posebne strokovne delavce. As early as in his first literary attempts Lovro Kuhar, by his pen-name Prezihov Voranc, tended to deal with proletary motives from farmers-' and workmen's life. During the First World War 1914—1918 he became as a prisoner acquainted with the scientific -bases of Marxism, and. after his return immediately joined the newly founded Communist Party of Yugoslavia, At Guštanj, where he was an employee he organized the first cells of- the Communist Party among the workmen of the Steel-Works, and founded assistance, economical and cultural organizations for them. After the dissolution of the Communist Party in the year 1920 he continued working illegally. When King Alexander's dictatorial regime came into power, Kuhar avoided arrest and judicial procedure by escaping abroat, where he developed an extensive propagating and organizing activity in various European countries in the decade 1930—1940. At the beginning of the 2nd World War (1939) he returned secretly to Yugoslavia and lived illegally in Dolenjska (the Lowland of Slovenia), in Zagreb, where he was taken by the enemy occupation of Yugoslavia, and at Ljubljana.

After the occupation of Lower Styria in mid April 1941 the Germans established an organization similar to the National Socialist German Workers'Party, called »Steirischer Heimatbund« (Styrian Patriotic League), with the view of schooling the Lower Styrian population to their imminent annexation to the so-called Greater German Reich. After certain Nazi measures for the behoof of »the consolidation of Teutonism« in Lower Styria (deportation of »alien elements« and confinement of »dangerous persons«), and in view of the vigorous' Nazi demagogy, about 95 o/o of the population joined the Heimatbund. All the male inhabitants between their 18th and 45th year, accepted as members of the Heimatbund, belonged automatically to the Wehrmannschaft. The basic task of these troops was the same as that of the S. A. (Stormtroops), i. e. premilitary training seasoned with political instruction in true Nazi spirit. They were also organized quite analogously to the S. A., put under the control of the S. A.-Group »Sudmark « (South March) in Graz, and commanded by the leader of the Wehrmannschaft: this was up to mid 1943 the S. A. Standartenfuhrer Blasch, and afterwards the leader of the Styrian Patriotic League himself, S. A. Oberführer Franz Steindl. Each district had one or two »Standarten« (regiments): the districts Ljutomer, Maribor-Town, Brežice, Trbovlje each one, and the districts Maribor-Country, Ptuj and Celje each two. Each Standarte had several »Sturms« (companies), i.e. basical military instructional units, which used to comprise 150—200 men of the same place. The organization was achieved in late autumn, 1941, when there were 10 »Standarten« with 307 »Sturms« and 84.700 men.

На оккупированной территории Нижней Стирии партизанская школа развивалась в гораздо более тяжелых условиях чем в так называемой „Люблянской -провинций" и в Приморий. После прихода XIV ударной дивизии в Нижнюю Стирию, когда была вполне или частично освобождена большая часть территории, и в этих местах возникли более благоприятные условия для развития школьного дела. Первые данные о школах сохранились в литийском округе, в районе за Савой. Школьное дело особенно развернулось на освобожденной территории верхней Савин-ской долины, где раб -тало 15 школ с 48 классами и 1347 учениками. В Козьянско работало 16 школ с 35 классами и 1410 учениками. В угальном бассейне (Трбовлье, Загорье,' Храстник, Лашко) работало 17 школьных кружков. Эти кружки находились в- крестьянских домах. Их посещало свыше 200 детей. На Похорье была школа в Св. Ловренце и Приможе, а в районе Словень Градец были организованы передвижные школы. Учителя этих школ ходили по деревням и учили детей. В нижней Стирии партизанские школы посещало около 3000 детей. Учителей было около 100 человек. В декабре 1944 г. оккупанты опять заняли освобожденную территорию. Школы в верхней Савинской долине, в Козьянско и на Похорье перестали работать, Частично они остались лишь в угальном бассейне и в Салешкой долине. Партизанские школы имеют особое значение именно потому, что они работали на оккупированной территории и таким образом являлись крупным утверждением народноосвободительного движения. Велика также их роль в культурно — просветительной работе в этих местах. При этих школах работали также советы родителей и школьные комитети. Таким образом, эта демократическая черта партизанских школ является одной из основ реформированной школа настояощчего времени.

Namen, sestavka je dvojen. Prvič podati na določenem dogodku iz zgodovine NOB ob primerjavi originalnih dokumentov s poročilom terenske ekipe pomembnost in nujno potrebnost dela terenskih ekip (zasliševanje preživelih borcev, izjave domačinov, rekonstrukcija dogodka na terenu itd.) in drugič, napisati spričo ugotovitev v prvem delu sestavka nekaj pripomb o prav tako neobhodno potrebnem pisanju kronik. Žive priče namreč utegnejo ugasniti in bo tako odšlo v pozabo marsikaj, kar bi utegnilo brez dvoma v znatni meri osvetliti nekatere dogodke ali celo večja obdobja iz zgodovine NOB. Da je šlo zaradi premajhnega zanimanja za najnovejšo zgodovino v buržoaznem družbenem redu že marsikaj v izgubo, je popolnoma jasno in do neke mere tudi razumljivo. [...]

Konservacija kovinastih predmetov zahteva poseben študij. Kovine spremene obliko in izgube lastnosti zaradi korozije in zaradi tvorbe mineralnih inkrustov. Te spremembe povzroča vrsta kemičnih in elektrokemičnih reakcij. Hitrost razkroja predmeta je odvisna od narave kovine in od pogojev, v katerih je bila. Korozijo moremo ustaviti. Zato moramo odkriti in odstraniti njene povzročitelje. Povzročitelj je lahko vlaga, često pa so prisotni aktivni elementi, kakor klor, ki vstopa v kemično reakcijo s kovino. [...]

The first half of the year 1943 gave the Liberation movement in the Slovene Littoral such a broadness and intensivity that, after the collapse of Italy it grew over into a new form of fighting, into a general armed rising of the Slovene Littoral people against the national and social oppression. In this rising on lltn September 1943, the National Liberation Council for the Slovene Littoral was founded, consisting of twenty-one numbers, who would as the representative of the Littoral Slovene people under the direction of the IOOF (the Executive Committee of the Liberation Front) lead (the liberation war to its happy close. His intention and wish was that the Littoral Slovenes would be united with other Slovenes in the United Slovenia. On the base of this proclamation, issued at the occasion of foundation, the Supreme Command of the Liberation Front on 16th September 1943, proclamated the annexation of the Slovene Littoral to United Slovenia and to New Yugoslavia. The National Liberation Council for the Slovene Littoral, acting as the highest political body of People's authority in the Slovene Littoral passed many decrees, the most important of which were: the mobilization decree, the decree of voting local liberation committees, and the decree of the big landed estates. On the base of the mobilization decree, which was issued on 11th September 1943, a huge number of volunteers joined the partisan forces, among whom were even old people and girls. Thus, the partisan army was increased to 30 battalions who were gathered into 10 new brigades, out of which 3 divisions were formed.

На основании сообшения жандармской станции Шторе (1. 10. 1941), заявления Хер-мины Сеничар и Альберта Церковника на суде в 1946 г. автор доказывает, что II цельский отряд формально уже существовал, но что он был предан врагу раньше, чем он смог связаться с II штайерским батальоном в Добровльях.

Mnogi dokumenti, ki bi zgodovinarjem služili za izredno pomemben vir pri pisanju zgodovine, so se izgubili že v samem osvobodilnem boju. Ohranjenega pa je še mnogo arhivskega gradiva, ki pa lahko zaradi nepravilnega ravnanja propade. Del tega gradiva je zaradi fizikalnih in kemičnih poškodb v takšnem stanju, da je začasno neuporaben. V Muzeju narodne osvoboditve LRS v Ljubljani je bil ustanovljen konservatorski oddelek, ki ima nalogo ohraniti in restavrirati arhiv iz osvobodilnega boja.

Prvi partizani na Gorenjskem niso imeli organizirane zdravniške službe, med borci so se našli ljudje, ki so se nekoliko razumeli v dajanju prve pomoči in opravljali pretežno samo bolničarske posle, medtem ko so bili pri vseh večjih poškodbah navezani na zdravniško pomoč s terena. Zavedni zdravniki s terena so prihajali k ranjenim borcem in jim nudili strokovno pomoč, ki pa je imela to pomanjkljivost, da je bila večinoma samo enkratna in so bili nadaljnji negovalci predvsem civili, 'ki so ranjenca skrivali. Med borbo sem imel priložnost razgovarjati se z nekaj takimi ozdravelimi ranjenci, ki so opisovali nepopisno trpljenje za časa svojega zdravljenja. Predvsem mi je ostal v spominu ranjenec iz dražgoških borb, ki se je zatekel k nekemu kmetu v Selški dolini, ki mu je pripravil »bivališče« v gnoju pred hišo in kamor mu je dnevno skrivaj nosil hrano in zdravila. Mala odprtina ob glavi ranjenca je bil edini stik z zunanjim svetom. [...]

12. januarja 1944 je IOOF izdal Odlok o osnovanju Znanstvenega inštituta pri 'IOOF z nalogo, da »pripravlja znanstveni material in znanstvene izsledke, ki jih potrebuje narodnoosvobodilna borba v sedanjosti ter pri obnovitvenem delu po osvoboditvi...« V istem odloku je bil imenovan za direktorja ustanovljenega inštituta dr. Fran Zwitter in Boris Ziherl za njegovega namestnika. Za člane so bili imenovani: dr. inž. Fran Avčin, dr. Darko Čemej, Stane Krašovec, Vladimir Krivic, dr. Cene Logar, dr. Pavel Lunaček, dr. inž. Dušan Semec, prof. Jože Zemljak in Lojze Ude. Inštitutu je bila določena kot prvi njen sedež lesena baraka v gozdovih nad Bilpo na Kočevskem, na tako imenovani »Bazi 13/23«, kjer je Znanstveni inštitut pričel s svojim delom. [...]
