The book publication is work collection of Slovak and Czech scholars and pedagogues participating in research project solving related to Scientific Grant Agency of Slovak Academy of Sciences and the Ministry of Education of Slovak Republic (VEGA) named “Radical socialism and communism in Slovakia during 1918 – 1989. Society between democracy and totalism” that was implemented during 2004 – 2006 in Slovakia. It is a follow-up to previous publications published in the framework of scientific project solving and in wider context also a follow-up to the project “KSČ and radical socialism in Czechoslovakia (1918 – 1989)” implemented during 2002 – 2005 in Czech Republic (headed by prof. Z. Kárník). The publication tries to revive the problem that disappeared from Slovak historic literature in last decade. Single authors of the publication offer current view on history of left-wing political extreme that was reduced to Czechoslovak Communistic Party (KSČ) history or history of communistic and workman movement intentionally before 1990. They were also profaned under this title as a whole. Today, the topic finds its authors again who devote to it under democratic conditions independently and systematically and look for adequate methods, stipulate scientific priorities and create a wide publication space. Such effort is also related to submitted publication focusing on more known or less known aspects of examined problem and enriches it in new views, observations and results of scientific research in this way. It deals with whole scale of historic problems and among others refers to: Building of Communistic International in the environment of newly created conditions in Central and Eastern Europe in early 20s of 20th century considering ideological ethos and use of legal and illegal methods related to socialistic movement formation, so called International Bolsevism and its influence on communistic groups in Czechoslovakia included communistic intellectuals´ activities; Activity and functioning of Slovak Communistic Party (KSS) in political system of first Czechoslovak Republic in 20s and 30s of 20th century also in the lights of parliamentary election results; Organization constitution, structure of KSS in first years after 2nd World War – in the period of power fight striving in takeover of power in the country and efforts to establish totalitarian communistic regime and its activity related to liquidation of political opponents on regional level and in the area of popular judicature; Preconditions and ambitions of anti-communistic resistance movement and single groups in postwar period included the activity of anti-Bolsevic armed troops of Ukrainian Insurgent Army (co called Banderovci) coming from abroad and implementing anti-Soviet, anti-socialistic and anti-communistic propaganda in Slovak territory during 1945 – 1946; Position of national minorities (German, Hungarian and Ruthenian/Ukrainian) in totalitarian communistic society (after 1948); Problems related to monetary and social politics (1953) and cultural intellectual groups´ attitudes in post-Stalin period; Political background related to G. Husák´s installation to the function of first secretary of KSČ party in the intent of reintroduction of conservative communistic power in 1969 – at the beginning of “normalization” process in Czechoslovakia. Thus, the publication complements existing knowledge and brings new views to wide-scale problem of political extreme in the form of radical socialism and communism in Czechoslovakia during 1918 – 1989. It tries to start social discussion about historic fragments (often controversial) modern Czechoslovak or Slovak history of 20th century considering historic eye-opener that left-wing (as well as right wing) political extreme cannot be underestimated and it is not possible to know democratic society by the means of exiling extreme movements to spheres out of interest.

Rebalancing the Fiscal Framework in the European Union: Perspectives of Germany, France and Poland

The economic crisis that began a decade ago has given impulse to economic governance reforms in the European Union. The most intense changes were in the fiscal sphere, i.e., the rules defining Member State leeway in budgetary planning, with a focus on tightening up the financial discipline and seeing to it that Member States, and especially euro area members, do not go beyond the caps imposed on the government deficit and debt. The changes were by no means uncontroversial. As claimed by proponents, they led governments to begin taking a serious approach to the stability of public finances—a foundation for healthy economic growth—and bore fruit in the form of a European economic recovery starting from 2014. No significant overhaul is needed since the applied mechanisms have just started to work. Critics, on the other hand, argue that the restrictive rules have had the effect of prolonging the economic crisis, aggravating the debt situation and sharpening social problems, thus triggering the rise of populist and anti-European movements. The criticism goes further than that. The present fiscal framework, with its emphasis on discipline, makes it more difficult to pursue a coherent countercyclical policy in the euro area. In its current form, it cannot be coordinated with the monetary policy of the European Central Bank. Many also argue that the present fiscal framework has “technical” faults, too many criteria, is complicated, hard to project, and subject to overpoliticised supervision, all of which affects the effectiveness and credibility of the whole system.

Membership in the Reforming Euro Area: A Central-Eastern European Perspective

On 25th June 2013, the closed-door scientific workshop “Membership in the Reforming Euro Area: The CEE Perspective” took place at the Polish Institute of International Affairs. It was the first event organised as part of the Rastanews project (“Macro-Risk Assessment and Stabilisation Policies with New Early Warning Signals”) The aim of the workshop was to initiate a discussion on the project and to provide some food for thought on the work in the upcoming months centred on the particular deliverables of Work Package 6 of the project. This report intends to summarise the objectives set up there and along with the recommendations it offers to contribute to the overall efforts to provide a framework for a revised EMU necessary to achieve EU stability and regain credibility in the eyes of the rest of the world. Over the course of the workshop, serious discrepancies in the macroeconomic potential of the EU Member States and an insufficient level of economic convergence were identified. This incongruence is clearly reflected in these economies’ competitiveness and reflected in their current account balances. Therefore, the current crisis should be called rather a “balance of payments crisis” than a crisis of the euro currency.

Learning from Past Experiences: Ways to Improve EU Aid on Reforms in the Eastern Partnership

The EU aid approach in the Eastern Partnership countries is to financially support concrete reforms: sector budget support operations are most commonly used. The pace of fulfilment of conditions differs much among the partners. This results mainly from the various levels of willingness of the EaP governments to conduct EU-oriented reforms. Therefore, one can distinguish two groups of countries, EU-oriented (Moldova, Georgia) and non-EU-oriented (Armenia, Azerbaijan), where the latter are interested only in selective sector cooperation. The status of Ukraine is still unclear due to the recent political crisis: a pro-EU government is in place but the country will soon face presidential elections and is generally under increasing pressure from Russia. Still, in analysing recent years under the presidency of Viktor Yanukovych, the country was not committed to EU integration in real terms. A comparative picture of budget-support use in five Eastern Partnership countries shows numerous similarities. The initial experiences prove that it helps with legal approximation to EU standards in various sectors. This makes budget support, based on conditions and results, a more efficient tool in guiding some sector reforms than purely advisory instruments. For EUoriented countries, budget support is a suitable tool to guide the reforms needed to follow the association agenda. For non-EU-oriented countries, budget support cannot be an instrument that will encourage the government to start comprehensive reforms, but can be used as partial support in some sector cooperation. In that case, it has a fundamental advantage of obliging the government to work closely with the EU, going to the substance of the reform, and change, at least partially, the situation. In order to make budget support a more effective tool, several challenges common to the EaP countries must be addressed. The biggest problem with this approach appears to be that budget-support operations enhance legislative changes while failing to address the implementation side of reform, that is the government measures and actions aimed at the introduction of relevant policy instruments, procedures, and institutional interactions in order to achieve the planned reform. The reasons for this, besides political unwillingness, are as follows. First, the engagement of relevant ministries in implementation is lower than it could be as the funds are directed to the state budget and not to them directly. Second, the conditions applied to the aid sometimes are not shaped properly (they are too broad, ambitious or numerous). To some extent, this is derived from the limited capacities of national administrations to draft conditions and the inexperience of both sides in their first operations together. The programming period lacks wide consultations with stakeholders, other than the government, to discuss if the selected conditions are the most relevant. In addition, budget support is highly inflexible in terms of changing indicators once the financial agreement is signed, which risks outdated conditions. In some cases, the EU side is mainly to blame, as it avoids calculations of the overall costs of reforms and linking concrete activities with money as it fears the aid it provides would be treated as insufficient by the beneficiary.

Wspólny europejski rynek pracy. Geneza - rozwój - funkcjonowanie

Głównym celem monografii jest przedstawienie i ocena genezy, przejawów i możliwości kształtowania się wspólnego europejskiego rynku pracy, który znacząco wpływa na sytuację na rynkach pracy poszczególnych krajów członkowskich UE, w tym także na płaszczyźnie występowania zjawiska wysokiego bezrobocia, zbyt niskiej aktywności zawodowej czy też niezadowalającej produktywności, nazbyt niskich wynagrodzeń, dużych zróżnicowań w dochodach itd. Praca ma charakter teoretyczno-empiryczny. Przedmiotem rozważań w części teoretycznej jest przegląd i analiza krytyczna literatury przedmiotu oraz stanu prawnego dotyczącego warunków do swobodnego przepływu zasobów pracy jako filaru wspólnego europejskiego rynku pracy. Z kolei w części empirycznej przedmiotem bliższych rozważań i ustaleń jest prezentacja, analiza i ocena sytuacji na rynku pracy w Unii Europejskiej przy wykorzystaniu rozmaitych mierników związanych z funkcjonowaniem tegoż rynku i ze szczególnym uwzględnieniem migracji zewnętrznych jako tych, które wskazują na „działanie w praktyce” swobody przepływu pracowników. Diagnoza sytuacji na rynku pracy prowadzi tu też do rozważenia tego, czy rynek pracy w Unii Europejskiej jest istotnie wspólny. Ponadto – w warstwie empirycznej – wskazano tu również na podstawowe przejawy, formy i instrumenty stosowane w ramach podejmowanej polityki gospodarczej, które miały związek ze wspólnym europejskim rynkiem pracy i wpływ na jego kształtowanie. W tym obszarze zilustrowano tu także politykę monetarną i fiskalną, migracyjną oraz politykę rynku pracy i zatrudnienia stosowaną w Polsce oraz w Unii Europejskiej. Ważnym obszarem pracy jest wskazanie propozycji konstruowania celów tejże polityki w przyszłości i to zarówno w płaszczyźnie krajowej, jak i w płaszczyźnie unijnej. Zakres czasowy prowadzonych analiz obejmuje lata 1990–2010, chociaż analizy i oceny dotyczące procesu tworzenia się stanu prawnego i przeglądu dorobku literaturowego prezentowanego w pracy często sięgają okresu znacznie wcześniejszego, to jest sytuacji po II wojnie światowej, kiedy to powstawała Europejska Wspólnota Gospodarcza. Monografię kończy próba sformułowania rekomendacji pod adresem polityki gospodarczej prowadzonej przez Unię i przez Polskę. Rekomendacje te zostały podzielone pod względem problematyki na obszary: polityki fiskalnej i monetarnej, polityki zatrudnienia i rynku pracy, jak również polityki migracyjnej.

Transformacja cyfrowa samorządu gminnego w Polsce

Tematem monografii są warunki, bariery, źródła finansowania oraz przejawy transformacji cyfrowej gmin. Jej celem jest diagnoza wykorzystywania przez gminy nowych technologii informacyjno-komunikacyjnych, a tym samym ich przygotowania do funkcjonowania w gospodarce 4.0. Gospodarka 4.0 to gospodarka ogromnych ilości danych, które są gromadzone, przetwarzane, analizowane i archiwizowane za pomocą coraz nowszych technologii informacyjno-komunikacyjnych. Szybki rozwój tych technologii wymusił konieczność przystosowania się różnych podmiotów do funkcjonowania w nowych realiach. Na ścieżkę transformacji cyfrowej wstępują nie tylko przedsiębiorstwa, instytucje finansowe, gospodarstwa domowe, ale też organy władzy i administracji publicznej (na przykład gminy). Dotyczy ona zasobów, usług, procesów, kultury organizacyjnej oraz kompetencji, a służy podnoszeniu jakości usług publicznych, usprawnieniu pracy urzędu, wsparciu procesów podejmowania decyzji, zwiększeniu przejrzystości działania gmin, angażowaniu mieszkańców w życie wspólnoty lokalnej, samorządowej oraz dążeniu do zrównoważonego rozwoju. Różny jest stopień dotychczasowej transformacji cyfrowej gmin. Z przeprowadzonych badań wynika, że jednostkami najlepiej przygotowanymi do funkcjonowania w gospodarce 4.0 są miasta na prawach powiatu. Jednak w każdej kategorii gmin znajdują się takie, które aktywnie poszukują możliwości zastosowania technologii informacyjno-komunikacyjnych do świadczenia usług, choć napotykają bariery finansowe, społeczno-kulturowe, technologiczne i organizacyjne.

Economic Challenges in the Context of Pandemic and War Circumstances. Monetary and Economic Research Center 8th Annual Conference

The eighth annual scientific conference of the Monetary and Economic Research Center (MRC) was held from 20th to 21st of September 2022 at the University of National and World Economy (UNWE) in Sofia, Bulgaria. All papers of this book have been gone through a blind review and corrected where necessary. The book with papers is financed through university project НИД НП 10/2022 at the University of National and World Economy. The Union of Bulgarian Economists as well as Institute of Economics and Politics at UNWE, Sofia University and LEFMI France and are co organizers of the conference. Founded in 2014, MRC diffuses knowledge in monetary theory, history, policy and institutions, associating empirical researches, developing new statistical measurements, estimating quantitative models of economic behavior, assessing the economic effects of monetary policies, and projecting the effects from the work of alternative monetary organisations. The MRC is а nonprofit economic research unit within the department of Finance at UNWE. Main accent on the 8th Annual Conference was the economic challenges in the context of pandemic and war circumstances. Researchers and professionalsfrom more than 10 countries took part. This book titled "Studies on Economics and Financial Policies" is an editorial work which examines the theoretical and practical issues related to various economic and financial policies that are currently carried out and will be carried out in the future in many developed and developing countries of today, and recommends various policy studies that may be applied in the future to researchers and policy makers. Undoubtedly, the literature of economics and finance includes a very comprehensive and broad body of theoretical infrastructure, the systematic foundations of which date back to the 15th Century. However, since it is not possible to cover all of the theoretical and applied economic and financial theories of the areas mentioned in this work, the areas that are mostly highlighted in the aforementioned literature are discussed in this work within the frameworks of specific subjects. These discussions are handled in a holistic and compatible way within the scope of the work, and this integrity is supported by theoretical and applied studies. In this respect, we would like to thank all our authors who contributed their valuable time for the preparation of this book, and, as editors, we are proud to put a stone, albeit a small one, to the ever developing economy and finance literature. Rentowność i płynność finansowa przedsiębiorstw w kontekście programów rozwojowych gospodarki. Uwarunkowania Polskiego Ładu

Celem monografii jest rozpoznanie możliwości posługiwania się narzędziami analizy ekonomicznej przy ocenie rentowności i płynności finansowej przedsiębiorstw w kontekście programów rozwojowych gospodarki. W warstwie empirycznej publikacji odwołano się do uwarunkowań programu Polski Ład. W badaniach nad oddziaływaniem realizacji programów rozwojowych na kondycję finansową przedsiębiorstw sięgnięto zarówno do tradycyjnych metod analizy finansowej, jak i coraz powszechniej wykorzystywanych niedeterministycznych systemów uczących się, to jest sieci neuronowych. Zwrócono uwagę na potencjalny związek wdrożenia Polskiego Ładu z sytuacją finansową przedsiębiorstw, scharakteryzowano możliwości posługiwania się danymi mikro i makro przy ocenie rentowności i płynności finansowej przedsiębiorstw, zidentyfikowano związki między zmiennymi makroekonomicznymi a wymienionymi zjawiskami finansowymi oraz przedstawiono wyniki badania obejmującego lata 2003–2021. Publikacja dofinansowana ze środków budżetu państwa w ramach programu Ministra Edukacji i Nauki pod nazwą „Nauka dla Społeczeństwa”, nr projektu NdS/543640/2021/2022, kwota dofinansowania 12 000 zł, całkowita wartość projektu 699 200 zł.

Cyril and Methodius University of Skopje, Skopje, Republic of North Macedonia. The International Conference of Young Scientists brings together doctoral students, post-doctoral students, researchers, lecturers and students to present their scientific research and discuss their views on the most current and significant problems of the economy at the national and international level. The published scientific results of the conference prove the significant potential for the future professional development of young scientists. The format and organization of the conference are aimed at creating an academic atmosphere that favors dialogue and the exchange of ideas both between the different levels of the academic collegium and with prominent specialists from economic practice.
